Research Interests:
Townend’s research interests in legal philosophy are two-fold:
the relationship between different norms in governance - particularly between Law, ethics and manners (and particularly in the philosophy of Politeness and the work of Shaftesbury, Addison and Steele); and,
the construction and extent of key concepts in the Law, particularly property, privacy and the public interest.
His research in substantive Law focuses on
the governance of biomedical science, especially
data protection and privacy, and Law relating to Research Ethics Committees;
on patient rights in Europe and EU health Law;
on Human Rights and health care; and,
on Intellectual Property in biotechnology.
Teaching:
He teaches various courses on the relationship between and substance of law, ethics, and manners in Life Science regulation and Health care; and on the application of European law in health care. He supervises doctoral students in the areas of his research interests.
Short Professional Biography:
He studied law as an undergraduate and postgraduate in the Faculty of Law at the University of Sheffield, UK from 1985. He was appointed Associate Professor of the Law of Public Health and Care in the Department of Health, Ethics and Society, at the Faculty of Health, Medicine and Life Sciences in Maastricht University, in 2008 and promoted to Professor of Law and Legal Philosophy in Health, Medicine and Life Sciences in 2012. Before moving to Maastricht, he held a Lectureship at the University of Sheffield from 1991 and was promoted to a Senior Lectureship in 2005. He was Sub-Dean for Postgraduate Studies in the Faculty of Law, and a Deputy Director of the Sheffield Institute of Biotechnological Law and Ethics (SIBLE).

Thereafter, I look at the conditions necessary to produce adequate safeguards. Particularly I consider questions of solidarity v individualism; property v individualism; the moral acceptability of opting out; and individualism and the right to health.
I argue that there is a need to restore the professional health carer and patient relationship in place of the consumer health relationships. Consumer health presupposes a (rebuttable) presumption of caution whereas the professional relationship presupposes a (rebuttable) presumption of trust.
The health carers need the support of ethics committees, and patients need the knowledge that ethics committees work within broad rules of procedural justice and discretionary justice. Such knowledge helps to enable individuals to face the period of diminishing competence.
