Dr. James Ekpenyong Okon is an Associate Professor in the Department of Educational Administration and Planning, Faculty of Education, University of Calabar, Cross River State, Nigeria. Dr. Okon is a graduate from the University of Port Harcourt (B.Ed Hons. in English/Education, 1986); Calabar (M.Ed. in Administration and Planning, 1996); Nigeria, Nsukka (Ph.D in Educational Administration, 2008) Dr. Okon had been the HOD of his department (2013-2015); Pioneer Coordinator of B.Ed part-time program in his department. He was formerly an Inspector in the Ministry of Education (1988). Happily married to glory and they are blessed with children. As a scholar Dr. James has over 45 local and International publications with 2 books and a monograph. He is a team player, has hobbies and enjoys the values of Godliness and love. He cherishes his country, Nigeria and hopes to continue to engage in more and deeper scholarship going forward.

Managerial Enforcement of COVID-19 Protocols in Distance Education Institutions in Cross River State

The main thrust of this study was to determine the extent to which managers of distance education... more The main thrust of this study was to determine the extent to which managers of distance education institutions are enforcing COVID-19 protocols. The area of study was in Cross River State, Nigeria. Three specific research questions guided the study. The descriptive survey research design was adopted, with the population covering 2,267 participants (including 791 instructors and 1,476 students) at the National Open University of Nigeria (NOUN), Ikom and Calabar study centres, and the National Teachers' Institute (NTI), Calabar. Stratified and simple random sampling techniques were employed in selecting 907 respondents (40% of the population). Data were collected using a questionnaire that was designed by the researcher, validated by experts and with an S-CVI of .90 and Cronbach alpha coefficients of .90, .84 and .89 for the three sub-scales. Primary data were collected through the administration of copies of the questionnaire. Findings showed a low extent in the managerial enforcement of handwashing/sanitizing, social distancing and the use of facemasks respectively. Based on this evidence, reasons for the low extent, as well as future practice and research implications were discussed. Several recommendations were also made by the researcher in light of the findings of this study.

Global Best Practices in the Implementation of Free and Compulsory Basic Education in Akwa Ibom State

This article examines the extent to which the Free and Compulsory Basic Education Programme of th... more This article examines the extent to which the Free and Compulsory Basic Education Programme of the Akwa Ibom State Government meets minimum global best practices. The population for the study consisted of all heads of public primary and principals of public secondary schools in Akwa Ibom State, totalling 1,376. The stratified sampling technique was used in drawing a sample of 274 respondents for the study. Two research questions and two null hypotheses directed the study. "Best Practices in Implementation of Basic Education Questionnaire (BPIBEQ) was developed and used for data collection. The instrument was duly validated, and tested for reliability using Cronbach Alpha, with a reliability coefficient of 0.87. Data collected were analysed using descriptive statistics while the independent t-test was used in testing the null hypothesis at the .05 alpha level. Findings revealed, among others, a low extent in the provision of basic quality assurance measures and funding in the implementation of the free and compulsory basic education programme in the state. Based on these findings, relevant implications were discussed and recommendations made for the improvement of the programme in line with global best practices.

Deployment and Management of Technological Innovations by Distance Education Learners in Cross River State

The extent of the deployment and management of three classes of technological innovations was the... more The extent of the deployment and management of three classes of technological innovations was the primary aim of this study. Four research questions were posed and answered in the study. The Cross-sectional survey research design was adopted for this study. The study targeted a population of 1,963 distance education students; however, a total of 1,017 distance education students were reached using the snowball sampling technique. Data for this study were collected from respondents using a rating scale tagged: "Technological Innovations Scale (TIS)." The scale was designed by the researchers, validated by experts and with acceptable psychometric properties (S-CVI = .79; Cronbach = .87). Findings showed that distance education students deployed Massive Open Online Courses (MOOCs) as well as Mobile Devices and Applications (MD&As) to a low extent; Open Education Resources were deployed to a high extent. There was a general low extent in the management of MOOCs, OERs and MD&As. There was a strong, positive and significant correlation between the deployment and management of technological innovations by distance education students. Based on these findings, conclusions, practical and research implications were discussed.
