To stimulate research and innovation (R&I), to contribute to the solution of societal challen... more To stimulate research and innovation (R&I), to contribute to the solution of societal challenges and to align R&I with societal values, the European Commission has launched the governance framework of Responsible Research and Innovation (RRI). RRI figures in many high-level EU policies as a means to promote smart growth, and a growing community of R&I practitioners from both the public and private sectors appears committed to it. Although debates on what RRI precisely entails have not reached closure yet, RRI provides an interesting avenue to explore ways of making R&I more societally germane. While recognizing the usefulness of keeping critical reflection on RRI’s meaning alive, we suggest that to make the step from theorizing to implementation, RRI could benefit from a clearer conceptualization. This chapter presents the iterative trajectory in conceptualizing RRI followed as part of RRI Tools, one of a number of EC-funded research projects and support acts aimed at fleshing out what RRI can and should be, and the conceptualization of RRI that this led to. It suggests that RRI is best captured if in R&I governance attention is paid to the five p’s of Purpose, Products, Processes, Preconditions and People, and that further elaborations on the meaning of RRI should happen in dialogue with attempts at practicing RRI.
It is often assumed that climate adaptation policy asks for new responsibility arrangements betwe... more It is often assumed that climate adaptation policy asks for new responsibility arrangements between central government and citizens, with citizens getting a more prominent role. This prompts the question under which conditions these new responsibility arrangements can be justified as they may raise serious ethical concerns. Without paying due attention to these ethical concerns, climate adaptation policy may be unsuccessful and even be considered illegitimate. This paper aims to address this topic by exploring some examples of climate adaptation responses and their associated ethical challenges. The examples from the water domain differ in terms of their primary beneficiaries and the extent to which they are prone to collective action problems. Discussion of the examples shows that any shift of responsibilities towards citizens should be accompanied by a governmental responsibility to make sure that citizens are indeed able to assume these responsibilities and a responsibility to se...

Nanotechnologies, material technologies and production technologies (NMP) represent a group of pe... more Nanotechnologies, material technologies and production technologies (NMP) represent a group of pervasive technologies with innovative impacts (new products, processes) in specific parts of a wide range of industrial sectors. The development and innovative implementations of NMP will help to improve the competitiveness of European industry and generate the knowledge needed to transform it from a resource-intensive to a knowledge-intensive industry. The current and future developments in NMP put new demands on both educational institutions and companies. Educational institutions have to train the future workers in these industries. Companies in the industries have to express and specify the future skills needs, not only for the education system but also for their human resources development such as in-company training. This study focuses on the impact of new developments in NMP on current and future skills needs and skills gaps. The study is based on the central assumption that new developments in NMP offer strong potential for contributing to a knowledge-based European economy that is sustainable, while maintaining or possibly increasing Europe’s global competitiveness. The goal of the study is to provide insight in the possible current and future skills gaps in the field of NMP between what companies in Europe need and what the education and training system offers. Based on this insight recommendations have been formulated as to what are the necessary measures that have to be taken in order to close the gaps between supply and demand on the NMP ‘skills market’ on time.
