Dabei werden sozialen Dimension (Teilnahme und Konflikte auf individueller und kollektiver Ebene), strukturelle Aspekte der Steuerung im Mehrebenensystem und institutionelle Rahmenbedingungen auf den verschiedenen politischen Ebenen beleuchtet. In einem zweiten Teil werden alle Beitrage des Bandes im Uberblick zusammengefasst und dabei Realitat und Perspektiven der Energietransformation in Deutschland und anderen Landern analysiert.

Der digitale Wandel hat längst auch den wissenschaftlichen Veröffentlichungsbetrieb erfasst: Wiss... more Der digitale Wandel hat längst auch den wissenschaftlichen Veröffentlichungsbetrieb erfasst: Wissenschaftliche Papiere zirkulieren auf elektronischen Wegen, werden auf digitalen Plattformen zugänglich gemacht, algorithmisch gefiltert und bibliometrisch ausgewertet. In Bibliotheken werden Regalmeter abund Computerarbeitsplätze aufgebaut. Und Verlage verkaufen immer häufiger Download-Pakete statt einzelner Buchtitel. In diesen Zeiten einen Sammelband zu veröffentlichen, ja sogar eine Buchreihe zum Thema »Politik in der digitalen Gesellschaft« zu etablieren, mag demgegenüber geradezu antiquiert erscheinen. Dennoch haben wir diesen Weg gewählt, und mit diesem Auftaktband erreichen wir das erste Etappenziel. Nicht nur, weil die einzelnen Bände sowohl als Druckfassung als auch »Open Access« erscheinen, glauben wir, dass eine solche Schriftenreihe Zukunft hat. Sie soll einen Ort bilden, an dem aktuelle und bemerkenswerte Arbeiten zum Thema »Politik in der digitalen Gesellschaft« für eine breite (sozial-)wissenschaftliche »Community« sichtbar werden. Dies können zentrale Ergebnisse aus großen Forschungsprojekten, Dissertationen und andere Monographien oder auch Tagungsbände sein. Es können Studien aus der Politikfeldforschung ebenso wie aus der Politischen Theorie, der Partizipationsforschung, dem Bereich der Politischen Kommunikation oder aus anderen Teilbereichen der Politikwissenschaft, der Soziologie oder der Kommunikationswissenschaft sein. Denn die Untersuchung digitaler Technologien überwindet auch die Grenzen etablierter Disziplinen und Forschungsfelder. Unter anderem auf dieses »Grenzgängertum« mag es zurückzuführen sein, dass sich auch rund zwanzig Jahre nach dem Beginn des »digitalen Zeitalters« 1 im deutschsprachigen Raum nur allmählich ein eigenständiges Forschungsfeld zur Analyse der neuen Technologien und ihrer gesellschaftlichen und politischen Implikationen etabliert (vgl. Kersting 2019a). Auch an (Publikations-)Foren, in welchen wissenschaftliche Diskurse vertieft geführt werden können, mangelte es lange Zeit.

Representative surveys among local councilors in North Rhine-Westphalia, Hesse, and Lower Saxony ... more Representative surveys among local councilors in North Rhine-Westphalia, Hesse, and Lower Saxony showed the enormous effect the Covid-19 pandemic had on local politics as well as the demand for more alternative digital participatory instruments. During the local election in North Rhine-Westphalia in September 2020, in Hesse in March and in Lower Saxony in September 2021, the pandemic showed both different levels and phases of incidents. More or less strict contact restrictions, obligatory mask wearing, tests as well as vaccination were seen as a hindrance and a democratic semi-lockdown by most councilors. Before the local elections, not only council meetings and local commissions but also party registrations, party conventions to prepare for the local elections as well as most civil society meetings were restricted. Electoral campaigning with direct contacts was nearly impossible. Tue survey shows that digital tools for the city councils’ information systems as well as online platforms for citizen participation were not sufficient alternatives and revealed numerous deficits.

Um die Mitbestimmung von MigrantInnen an lokaler Politik zu fordern, sind in deutschen Stadte und... more Um die Mitbestimmung von MigrantInnen an lokaler Politik zu fordern, sind in deutschen Stadte und Gemeinden Auslander-, Migranten- oder Integrationsbeirate eingerichtet worden. Der Artikel diskutiert die Moglichkeiten politischer Beteiligung von MigrantInnen im Rahmen des partizipativen Rhombus lokaler Demokratieformen. In einer Sonderauswertung einer Umfrage zu den unterschiedlichen Formen politischer Partizipation in Kommunen zeigt sich, dass die Migrationsrate in westdeutschen Stadten von Ratsmitgliedern und BurgerInnen insgesamt eher befurwortet werden. Im Vergleich dazu zeigt sich eine deutlich hohere Skepsis bei ostdeutschen BurgerInnen, wahrend die befragten ostdeutschen Ratsmitglieder diese Konsultationsgremien eher positiv sehen.

Deliberative dialogical democracy often develops a path to come from conflict to consensual deliberative decision making. Deliberative instruments were positively influenced by local agenda processes in the 1990s. In the new millennium participatory instruments such as participatory budgeting have spread all over Europe. What kind of instruments are implemented? Who are the key actors? Who is included and who is excluded? Are these instruments enhancing legitimacy and are they able to channel growing political protest? In four systematically analyzed case studies from Estonia, Slovakia, Spain, and Germany different types become apparent.

Constitutional referendums are important instruments in numerous transitions to democratic system... more Constitutional referendums are important instruments in numerous transitions to democratic systems, as well as in constitutional review processes. In comparing different referendums at the national level, it becomes obvious that the majority are on constitutional issues (see Altman 2014; Qvortrup 2018; IDEA 2008; C2D 2022). It also becomes clear that authoritarian regimes have implemented referendums as well. In recent years with the deliberative turn (Dryzek 2002), constitutional deliberation has broadened and new actors are becoming part of the constitutional review process in writing a constitutional draft (Welp & Soto 2020; Reuchamps & Suiter 2016). The quality of constitutional deliberation is often criticized at this point (Negretto 2018; Saati 2015; Partlett 2012). In the following chapter, different forms of political participation in constitutional processes will be analysed. Here the focus is on deliberative participation, which includes different forms of dialogical participatory instruments. In the first section, the different forms of participatory instruments will be presented. This deliberative democratic innovation can be analysed by employing certain criteria following the principle of democratic theory: the participatory rhombus and its criteria for evaluation (Kersting 2013). Furthermore, an instrument to evaluate the integrity of referendums will be presented (see for electoral integrity, Norris 2013). This evaluation will identify areas where referendums are manipulated and misused by authoritarian regimes. Referendums always include campaigning and a deliberative phase. But with the deliberative turn (Dryzek 2002) in the 1990s, referendums often encompass new deliberative participatory instruments. The new evaluation instrument includes deliberation as an important aspect of the Direct Democracy Integrity Index (see Kersting & Grömping 2021). Following the electoral cycle model, this index defines the integrity of referendums. In the following chapter, three case studies will be analysed: Turkey 2017, Russia 2020, and Italy 2020. This selection of referendums follows the 'most different system' design, analysing those under authoritarian regimes and in an old established democracy. Empirical data from the Direct Democracy Integrity Index will be presented. It will analyse how important the deliberative instruments were in the constitutional process and conclude whether these are relevant for the overall integrity of the referendums.
