The growing field of shipping and the changes in the global military strategy of large countries which of course indirectly affect how well a country acts. As an archipelagic nation, Indonesia has the right to conceptualize a Traffic Separation Scheme to improve navigation safety in the Islands Sea Channel, based on Article 53 (6) of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) 1982 and also based on the IMO General Provisions for Adoption, Appointment and Replacement of the Islands Sea Plate. The dispute that took place in the South China Sea (SCS) becomes a challenge for the stability of the region in Southeast Asia. The dispute has international attention because it involves several countries. This paper focuses on the disputes found in the South China Sea, i.e. a general review, how the position of Indonesia and Indonesia do what attempts to resolve the dispute ensued. The study of literature found problems that occur i.e. Chinese demands all the area of the South China Sea with the islands in it. China claims the use of the principle of historical water which is not consistent with the provisions of the United Nation of Convention on the Law of the Sea. The Chinese claim is claiming to be due to the natural resources produced in SCS. The position of Indonesia which is not in full dispute in conflict is certainly not able to get out of hand considering the conflict countries are ASEAN countries and Indonesia as the natural leader of ASEAN. For this reason, the use of maritime geospatial can be used to determine maritime boundaries in this region.

The research was conducted in Pulau Tabuhan area, Banyuwangi District, Jawa Timur. This area is currently in the development and need an analysis of suitability, carrying capacity and land capability for marine ecotourism. The aim of this study was to asses maximum carriying capacity and land capability for marine ecotourism. This research uses survey method to obtain facts from actual symptoms. The result shows the value of tourist suitability index of beach tourism category of 84,82% (S1) and value of tourist suitability index of diving and snorkling category of 69,23% (S2). This mean that all the area in well conditions for tourism activity with maximum carrying capacity 445 person/day.Classification of Pulau Tabuhan’s capability is included in class two (II) with good carrying capacity with few limiting factor for marine ecotourism.
