Dr Nagesh Kumar is Director and Head, South and South-West Asia Office, United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), based in New Delhi. Previously, he was Director, Macroeconomic Policy and Development Division and Chief Economist of UNESCAP based at its headquarters in Bangkok.
Before joining the United Nations in 2009, Dr. Kumar was Director-General of the Research and Information System for Developing Countries (RIS), a New Delhi based policy think-tank of the Government of India during 2002-09. He has also served on the faculty of the UNU-MERIT in Maastricht, the Netherlands (1993-1998).
Dr Kumar has served on the boards of the Export-Import Bank of India, the International Centre for Trade & Sustainable Development (ICTSD), Geneva; the South Asia Centre for Policy Studies (SACEPS), Kathmandu, among other institutions. He has served as consultant to the World Bank, ADB, UNCTAD, UNIDO, UN-DESA, the Commonwealth Secretariat, among others. He has chaired regional track-II study groups on trade in services in South Asia and on infrastructure development in East Asia. He has also served on several intergovernmental committees examining the feasibilities of comprehensive economic partnerships between India and the East Asian countries and between the members of the East Asia Summit.
A PhD from the Delhi School of Economics (1988), Dr Kumar is recipient of the Exim Bank of India's first International Trade Research Award (1989) and the Global Development Network’s Research Medal (2000). Dr. Kumar has conducted extensive research on aspects of development economics especially its international dimensions, resulting in the publication of 19 books and over 100 peer-reviewed papers. His recent books include Indian Economy 2008-9: Challenges of Sustaining Dynamism in the Context of Global Financial Crisis (India International Centre 2009), Asia’s New Regionalism and Global Role (Singapore: ISEAS, 2008), International Infrastructure Development in Asia (Tokyo: ERIA/ IDE/JETRO, 2008), International Competitiveness and Knowledge-based Industries in India (Oxford Univ. Press. 2007), Globalization and the Quality of Foreign Direct Investment (Oxford University Press 2002). He co-founded South Asia Economic Journal (Sage Publications) in 2000 and was its editor for the first ten years. Potential and Prospects of Strengthening Transport Connectivity for Regional Economic Integration in Southern Asia

Despite geographical contiguity, Southern Asia remains among the least integrated sub-regions in ... more Despite geographical contiguity, Southern Asia remains among the least integrated sub-regions in the world. In the context of changed global context in the aftermath of the global financial crisis requiring the engines of growth to be rebalanced in favour of regional sources, inability to exploit the potential of regional economic integration and regional value chains can seriously limit the growth prospects of the sub-region. ESCAP analysis shows that while potential of intra-regional trade remains substantial, its exploitation is prevented by costs of trading within the sub-region which are often higher than trading with distant regions like the EU and North America, effectively denying the benefits of geographical proximity and contiguity to intra-regional trade. This situation is because of poorly developed surface transport networks and facilitation at the borders for mutual trade in the sub-region. Globalisation, Foreign Direct Investment and Their Impact on Labour Relations and Regulation: The Case of China

This paper examines foreign direct investment (FDI) and the impact on labour relations and labour... more This paper examines foreign direct investment (FDI) and the impact on labour relations and labour regulations in China in the context of globalisation. It seeks to identify the relationships of the process of globalisation, the behaviour of multi-national enterprises (MNEs) and labour relations. Issues such as labour recruitment, forms of employment status, wages and welfare, human resource management (HRM) and the role of trade unions in foreign owned enterprises (FOEs) are examined. The paper also tackles the problems within FOEs and the response of the Government at both central and local levels. It concludes by identifying the major issues related to the relations between the globalisation and changes of labour relations and regulations, and the possible direction for developing economies to use FDI more effectively in an institutionalised environment.

Asia-Pacific region has emerged as the growth pole of the world economy over the past decade. How... more Asia-Pacific region has emerged as the growth pole of the world economy over the past decade. However, in the aftermath of global financial crisis, sustaining the dynamism of Asia-Pacific economies would require a rebalancing in favour of greater domestic consumption and exploiting the potential of regional economic integration. This paper argues that broader regional economic integration in Asia within the Comprehensive Economic Partnership of East Asia (CEPEA) framework, proposed for the ASEAN+6 countries, could be an engine of growth for not only the participating countries but also has the potential to enhance the welfare of the rest of the world by unleashing the synergies of Asian countries for trade creation besides making the region emerge as the third pole of the world economy along side NAFTA and the EU. Furthermore, monetary and financial cooperation in the region has further possibilities of generating additional aggregate demand for sustaining their dynamism by efficiently intermediating between region’s excess savings and unmet investment needs. By forming credible schemes of regional economic integration, Asia will be able to seek its due place in the global economic governance and contribute to building a more democratic and multipolar world economy. Asian economic integration by increasing the interdependence of countries in the region will also ensure peace and stability.

Every year, about8,000-10,000 PhDs are being awarded in India. The purpose of these theses and dissertations are to provide an experience to students, researchers, scholars, which will be of enduring value tounderstanding how new knowledge is acquired and communicated within the required field. Those works contain valuable literature reviews and details on research, which are not generally made available elsewhere. The Indian theses and dissertations are faced with many problems like lack of systematic acquisition, lack of access, uncertain publication practice, enormous growth in the number of theses etc. In western countries, these problems were addressed already and serious attempts have been made to solve them. In North America, less than 5% of all accepted dissertations and masters' theses are initially conceived of and executed as electronic documents. In India modern information and communicationtechnology (ICT) acts as an effective intervener role in shifting from closed access theses and dissertations to open access electronic theses &dissertations (ETD). The University Grant Commission of India has an important role in facilitate electronic forms of theses & dissertations time to time by their regulations such as the UGC (Submission of metadata and full-text of doctoral theses in electronic format) Regulations, 2005 and UGC (Minimum standards and procedure for award of M.Phil. /Ph.D. Degree) Regulation, 2009.This paper will highlights the current status of electronic version of theses &dissertations in Indian University libraries as well as atnational level ETD Repository called the SHODHGANGA. The open access systems of electronic theses & dissertations will make easy to collect required information and knowledge with savingvaluable time, increase the rate of research with high quality, all academic communities will get their benefits as well as acts as commodity sources which will generate revenue for Government of India by its dissemination.
