I teach history and sociology of science and technology. I also offer an undergraduate course on the history of Colombia; science, technology and imperialism; quantitative methods; and history of technology; science and modernity.

I am director of the Centro para la Educación Política-CEP, an initiative to promote public engagement in politics.

I am currently working in two projects. One on the history of infrastructure in Latin America and, another on irregular warfare, technology and institutions in the Twentieth Century.

My doctoral dissertation was (illegally) translated and published in Pakistan and can be purchased there and in London: Alexis De Greiff. Doctor Abdussalam aur unki scienci khidma (Lahore: Naya Zamana Publications, 2010). My new book "A las puertas del universe derrotado" (Bogotá: Editorial de la Universidad Nacional de Colombia, 2012), explores the exclusion and inclusion of scientists in "pre-polemic" scenarios, focusing in a history of defeated theories.

Proponemos, en cambio, que se vea su obra como un antecedente importante de los estudios ambientales y de la historia de la tecnología.

Esta ruptura primordial se ha atribuido a condiciones topográficas y ambientales excepcionales, por un lado, y a la densidad de su población. Aunque se acepta que las vías de transporte son parte constitutiva de la topología del territorio, poco se ha explorado su participación en la construcción de un “país fragmentado”. Una polémica entre el gobierno central y el Departamento de Antioquia sobre los estándares de carreteras que debía aplicarse en los años veintes del siglo XX, sirve de pivote del análisis. Sugiero que la fragmentación del territorio colombiano es el resultado de la interacción entre instituciones, infraestructura y naturaleza. La polémica, que involucró a ingenieros, políticos, sindicatos, carreteras, compañías constructoras, normas técnicas y materiales de construcción, se cerró a través de la amenaza de una mayor división de la nación, eficazmente invocada por las élites locales como recurso de negociación política. Propongo la noción de ‘Estado en acción’ para caracterizar la tensión esencial inherente a un espacio físico, institucional y simbólico nacional en construcción.

Periphery" is a politically incorrect word in current science and technology studies (STS). Schol... more Periphery" is a politically incorrect word in current science and technology studies (STS). Scholars do not want to be accused of intellectual colonialism in a new guise. However, avoiding the P word does not prevent participating in tacit epistemological colonialism. In his book, Pablo Kreimer revisits the center-periphery question from an empirical and analytical standpoint. "Peripheral modernities" is not an oxymoron, he states from the start. Perhaps he is not original in pointing out that modernity is not a monopoly of the "centers" nor backwardness the essential definition of "peripheries." However, the book is refreshing and necessary because it revisits the center-periphery problem from a perspective that acknowledges 50 years of debate about the meaning, use and misuse of the term; a discussion in which Kreimer has been a protagonist. Thus, this is an original book of an ambiguous but still powerful issue: the unresolvable tension between "centers" and "peripheries." This work shows things we have learned about, and those we have not. Kreimer is one of the most reputed, rigorous and prolific sociologists of science in Latin America. So, it begs a crucial question: Why is he writing now a book about Latin America in English? Kreimer explains that some of the chapters have had a narrower circulation because they were originally written in other languages (Spanish, Portuguese or French). The question goes deeper into the scope of this work, though. What other audiences he wants to reach? I do not believe Kreimer needs any further recognition in Europe and the US, in contrast to young scholars in peripheral countries enslaved by the dictum "publish in English or perish" and the concomitant dictatorship of the h-index. Indeed, he is not seeking for an applause from the North; any scholar concerned with Latin American science and technology knows, uses and values his work. On the other hand, although US and European STSers have shown very little interest in how science is produced beyond their frontiers, the very success of Tapuya suggests that they are becoming more cosmopolitan. Kreimer's audience is mainly, I suggest, the other "peripheries": Africa, Asia (including, despite its central position, China) and Eastern Europe. Their lingua franca is English too. So, if Latin American scholars wish to dialogue with, for instance, Vietnamese, Kenyan or Rumanian peers, English is the only channel. Empires divide but also unite. Colleagues in the canonical "centers" must read this book too. STSers in the North will find powerful reasons, starting with a model that shows how to avoid the widespread prejudice of believing that they are "the" center and the rest is a far and esoteric world, and, therefore, dispensable. If the "centers" take this book seriously, they shall learn about their own place in the world system. Indeed, this book is an essential contribution to the global history of science and technology. Kreimer is not interested in writing "a singular case through which there emerges a grid of analysis that could be applied to other cases of knowledge production." The central actor of the book seems to be the Chagas disease, which only exists in Latin America. However, he is not interested in the disease per se. Artifacts, Actions, Knowledge and Irregular Warfare in Latin America

After the Cuban Revolution of 1959, arose a myriad of insurgent movements in Latin America. The C... more After the Cuban Revolution of 1959, arose a myriad of insurgent movements in Latin America. The Colombian internal war, between Marxist guerrillas and the State, has been the longest in the Americas. The Fuerzas Armadas Revolucionarias de Colombia (FARC) was the oldest communist guerrilla in the continent and, indeed, the world. Created in 1965, it signed a Peace Agreement with the Colombian government in 2016. It was originally a self-defense (auto-defensa) movement organised by peasants that reclaimed a land reform and had to confront the Army and paramilitary groups. Since 1982, when the FARC decided to take the power at a national scale, its actions and number of combatants increased exponentially, arriving to have more than 17.000 fighters, four blocks constituted by fronts, each of about 100 fighters. From a small guerrilla it became a semi-professional army. Hence, the group's logistics became a challenge that forced them to produce a complex infrastructure, governed by a bureaucratic apparatus. The FARC developed several technics and artifacts for surviving, living, attacking and defending in a range of extreme conditions. In this talk I propose an analytic framework to study guerrilla's epistemes and actions. I illustrate it with the problem of cooking in clandestinely, under the threat of aerial attacks, for military companies that could reach 200 combatants. It also opens a door to a global history of insurgency, for allows us to investigate empirically processes of technology transfers of "low technologies" and local innovations. Indeed, the case I discuss here is the so-called 1 E A 7 "Vietnamese stove", invented in 1951-52 by Hoàng C m, a Viet-Minh's cook, during the war against the French. In the 1990s it appeared in the Colombian jungles but with a few changes introduced by peasant women that had an ancestral knowledge of cooking with earth ovens and stones. It proved to be an efficient artifact that was possible thanks to the intertwining of politics/policies, institutions/organisations and artisanal knowledge developed by local guerrillas, who learned about it through an international network that involved not only Vietnam, but Chile, Cuba, Nicaragua and El Salvador.

La Doctrina de Seguridad Nacional, creada en los años sesentas del siglo XX para combatir la subv... more La Doctrina de Seguridad Nacional, creada en los años sesentas del siglo XX para combatir la subversión comunista en América Latina, incluyó un componente que ya había sido probado en otros conflictos irregulares (Argelia y Malasia): la acción "cívica" en forma de obras de infraestructura, programas de salud y educación y apoyo a los proyectos productivos de las comunidades donde la subversión podía tener influencia. Esas acciones cívico-militares tuvieron distintas interpretaciones y énfasis a lo largo del subcontinente. En este artículo examino los antecedentes, planeación e implementación del proyecto de colonización dirigida por el Ejército Nacional de Colombia, que se impulsó en varias regiones del país. La estrategia de apoyar a las comunidades ha sido interpretada como oportunista y poco efectiva, pero han faltado estudios empíricos sobre la participación de los militares al 'desarrollismo' de esos años. En este trabajo discuto la historia material sobre los recursos y discursos que se pusieron en movimiento a través de lo que llamo 'desarrollismo contrainsurgente'. A diferencia del "militarismo desarrollista", aquel se llevó a cabo sin que los militares se tomaran el poder del Estado, lo que también limitó su capacidad para transformar las regiones en que intervinieron dada la desarticulación con otros sectores, redundando en la perpetuación de condiciones de pobreza y exclusión de las áreas rurales. Finalmente, se muestra que el modelo económico y social no respondían a las recomendaciones de la banca multilateral y, en algunos aspectos, tenía resonancias notables con modelos de corte corporativista.
