Scholarly literature has increasingly drawn attention to the opaque bureaucratic processes, often referred to as “black boxes,” that govern resettlement selection, revealing that the decision-making practices determining which refugees are chosen for resettlement are still not well understood. This study addresses a critical gap concerning the implementation of selection criteria within UNHCR’s operations in the Global South, with a specific focus on caseworkers in Rwanda. It examines how these criteria are applied in practice, providing new empirical insights into the concept of “promising victimhood” — the contradictory demands placed on refugees to simultaneously demonstrate both vulnerability and integration potential to qualify for asylum or resettlement. The study explores how caseworkers navigate their roles amidst the complex and often conflicting demands imposed on refugees during the selection process. The analysis is grounded in interviews with sixteen caseworkers involved in resettlement selection, employing street-level bureaucracy theory alongside the concepts of refugee deservingness and promising victimhood. As key actors in the selection process, caseworkers exercise bottom-up power as policy implementers, while simultaneously adhering to the top-down directives established by resettlement states. The findings reveal that caseworkers employ a range of discretionary practices to reconcile the demands of resettlement states’ admission criteria with their advocacy for refugees deemed most vulnerable by the UNHCR. This research enhances our understanding of UNHCR’s operations at the street level, shedding light on how the practices of caseworkers influence perceptions of refugee eligibility and ultimately influence who is granted resettlement.

Innovative use of fresh water, the world’s scarcest food production resource, is vital for family-run small-holder agricultural systems, which supply up to 80% of the world’s food. Agriculture employs 70% of Tanzania’s rural population and supplies 95% of the country’s food. The goal was to measure the impact of smart drip irrigation kits on smallholder farmers’ resilience and rural poverty in Tanzania. A household survey was conducted using an exploratory sequential design in four districts (Babati, Hai, Kasulu, and Kilosa) in Tanzania. A total of 383 respondents (Micro-investing (MI) farmers, n = 195; control, n = 187) were randomly selected from a pool of 3444 farmers. Partial budgeting and enterprise economic analysis were used for the calculation of gross margins, and multivariate analysis was used for poverty analysis. Despite International efforts by NGOs and social movements to protect lesbian, gay, bisexual, tra... more Despite International efforts by NGOs and social movements to protect lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI) people in Africa, they still face injustices, stigma, and discrimination. This study uses an assemblage approach to analyze narratives collected through interviews with LGBTQI individuals in Nairobi, Kenya about the daily strategies they use to navigate the tensions between their need for livelihood security, personal safety, and their gender and sexual identity. The study employs the analysis of daily experiences to discuss how contexts and preferences interact with internal sexual identities and choices for external expressions of sexual identities.

In recent years, there has been an increased investment by the EU and the UN to contribute to police reform in post conflict societies. This article offers a conceptual map for the analysis of power across contexts through police reform interventions in post conflict societies. It draws on various theories of power to explain the conceptual-contextual gap. This map facilitates the observation of the police as a technology of power and as a projector of power in post conflict societies. ‘Unintended-empowerment’ through power projection is introduced to explain how police as an organisation and policing as a practice are often undermined. The article concludes with an outline to assist the analysis of the conceptual-contextual gap in police reform interventions and outcomes in post conflict societies through power optics.

Western therapeutic methods have increasingly been implemented in non-Western contexts as treatme... more Western therapeutic methods have increasingly been implemented in non-Western contexts as treatment for traumatic stress reactions. There is a growing awareness of the need for such implementations to incorporate cultural specificity, and discussions are needed on the suitability of Western psychological approaches and theories in different parts of the world. The objective of this paper is to explore the intercultural applicability of trauma treatment through a case study in Sudan. We look at how Western methods are applied and potentially modified in Sudan to fit social-cultural realities-and how specific contexts affects treatments. Such data from a non-Western context is invaluable to the discussion of transcultural aspects of mental health care. This paper presents interview data, where counsellors in a trauma centre in Sudan were asked how they are implementing Western methods, and how these treatments are negotiated and potentially modified to fit the context. The interviewed counsellors emphasise the contextual factors influencing the treatment and the need to modify therapeutic methods to the specific cultural setting. Three themes are discussed: stigma towards mental health and sexual assaults; the negotiation of treatment alongside traditional healers; and the modification of treatments to the cultural context. The findings suggest that although Western methods can be useful in non-Western settings, these need to be carefully modified to the context as well as to each individual client. The study offers valuable insights into such modifications.

By asking how and why people make the choices they do, we highlight how Liberians solve tensions between institutions, by creating flexible categories that allow them to pursue a course of action that does not compromise their ability to access social networks and resources.
This paper analyses the origin and evolution of the Aguu, a group of street youth/children labell... more This paper analyses the origin and evolution of the Aguu, a group of street youth/children labelled as a criminal gang operating in the streets of Gulu, Uganda. Based on a series of interviews, focus group discussions, participant observations, archival work and literature review, the paper traces the origin of the Aguu to the conflict in Northern Uganda, and describes the transformation of the Aguu from street youth/children linked to war and displacement to their present day labelling as 'criminal gang'. Anchored in an analysis based on Assemblage Theory, this paper demonstrates the complexity, multiplicity and fluidity of the Aguu identity as a group whose inception and evolution, both internal and external, occurs through a process of relationship between social, political, economic and infrastructural changes linked to war, culture, aid and politics, affecting present day security discourses in Gulu, Uganda.

As long as the police is viewed in such a way, it is difficult to create meaningful partnerships between the police and the public, and subsequently it becomes difficult to successfully apply the UPF COP strategy.

Although many would characterise it as a form of aid aimed at enhancing the lives of those in the developing world, it can also be viewed as a tool for advancing US national security objectives.
