I am a professor at the Law Faculty – Skopje, teaching: Constitutional law, Human Rights, Political System, Comparative political system and Comparative constitutional law.
In 2014 I was elected Member of the Parliament of the Republic of Macedonia. From 2017-2018 I was a Minister of Education and Science in the Government of the Republic of Macedonia. from June 2018- September 2020 I was appointed for Minister of Justice in the Government of the Republic of North Macedonia.
I obtained Ph.D. degree at the Law faculty in Ljubljana, Slovenia in 2002. The topic of doctoral dissertation was "Constitutionalism, Constitutions and Human Rights, with case study of the Republic of Slovenia and the Republic of Macedonia" (written in English).
I was a consultant in several international and national projects funded by UNDP, OBSE, NDI, DIFID etc. I have published over 100 papers, from which 20 books or chapters in books in the field of constitutional law, human rights and political system. I have participated in many conferences, workshops and seminars all around the world. From 2012 to 2016 I was a Member of the ODIHR Advisory Panel of Experts on Freedom of Religion or Belief. From 2020 I am a member of the Venice Commission.

Society, as a component of sustainability, represents a category that is particularly difficult to explain and analyze. This category encompasses a range of values, ideas, and concepts that are widely accepted and desired. Among these, the concepts of constitutionalism and legitimacy are key legal and political constructs that underpin social sustainability. Conversely, legitimacy is a crucial element that ensures the sustainability of constitutionalism. This paper will explore several key questions: Is legitimacy a conditio sine qua non for constitutionalism? Is legitimacy a dynamic and sustainable category? Does legitimacy embody a value that is inherently desirable and beneficial? The study will further examine whether maintaining legitimacy incurs costs and if it is necessary to invest in sustaining this dynamic category. Finally, the paper will discuss whether the idea of legitimacy, as a sustainable resource for constitutionalism, is a necessity or merely a political "ecotopia."
