The national heritage buildings in Malaysia have gained popularity due to their various historica... more The national heritage buildings in Malaysia have gained popularity due to their various historical upbringing and culture. They attract both local and international tourists. However, lack of facilities for the disabled people has hindered their prospects to become globally popular. The purpose of this research is to determine the extent of disabled facilities and accessibility in the national heritage buildings. This research opted for qualitative methods to achieve its purpose. Three case studies were selected and observed using Malaysia Standard 1184:2014 Universal Design and Accessibility of the Built Environment-Code of Practice (MS 1184:2014). Two findings revealed from this research are, firstly, the built environment of the heritage buildings itself caused barrier to the disabled person. Secondly, inadequate establishment in heritage act, guidelines, or manuals for disabled facilities and accessibility has caused barrier to the disabled people to enjoy and visit the heritage buildings. This research focussed only on disabled facilities and accessibility in national heritage buildings and was conducted through selected case studies and observations using the MS 1184:2014. This research has also revealed new insights of heritage building. They are growing opportunities for heritage tourism in Malaysia. This research highlights the significance of having disabled facilities and accessibility in heritage buildings. This should be addressed to ensure the participation of disabled people in social activities. This research will be a great contribution in improving the facilities and accessibility for the disabled (including the elderly, pushchairs, prams, and pregnant women) in national heritage buildings by their building management.

Maintenance has been identified as a key intervention in protecting historic structure by prolonging the lifespan of building. The importance of carrying out a systematic and routine maintenance works as part of the conservation programme is often neglected due to a misunderstanding on the needs of the works subsequent to the conservation works carried out. Note that without a systematic and proper maintenance approach, historic buildings will deteriorate and will not be able to function as it is. Even with the advent of the UNCRPD, the existing built environment fails the neighbourhood accessibility needs of people with disability. Little is known about the extent of built environment inaccessibility, and an improved measure, at a neighbourhood scale, is required. This paper argues that built environment practitioners must recognize the disabling potency of current built environment practice. Design/methodology/approach A qualitative approach was conducted via semi-structured interviews and go-along interview (Accessible Audit) through selected multiple case studies to reveal the main factors that contribute to the development of the assessment framework for wheelchair users in National Heritage Buildings in Malaysia. There are four National Heritage Buildings (gazetted under National Heritage Act, 2005) selected for this research. Findings The findings revealed a few significant factors comprising the physical built environment, organizational behavior and structure, financial resources, and existing legislation. In retain the property condition, it is essential to understand and well inform in upkeep management. Without a proper upkeep, degradation will gradually develop and directing to unfit property. However, to preserve a property is a tough task as the awareness of upkeep is still premature particularly in adapting upkeep on residential building. This is due to inadequate guidance and regulation for homeowner to execute and perform upkeep. Hence, to provide instructor and assistance for homeowner, a handbook of maintenance manual is needed in order them to practice upkeep accordingly. Thus, in implementing the home maintenance manual for homeowner, this paper establish a study on homeowners prevalence upkeep behaviours to understand factors that influence homeowners upkeep their dwelling.

Thus, it embraces the different dimensions of sustainability. Therefore, the objective of this paper is to identify the challenges and constraints of the adaptive re-use of heritage building. The data collection was based on conservation works that had been done at Penaga Hotel, Penang.The findings were used to provide information and guidance for adaptive re-use of buildings consistent with the goals of heritage preservation and sustainable design.

Preservation of these buildings is important for its historical values and knowledge for future generations. In the developing country like Malaysia, particularly in the city of Kuala Lumpur, where rapid development is progressing, these heritage buildings are facing the threat of being demolished. The existence of legislations, the latest being the G. O. Malaysia, National Heritage Act 2005 (Act 645), 2011, seems not to be effective in curbing the demolition of these kinds of structures. The legislation has succeeded in preserving government-owned buildings but not the private-owned buildings. There are imbalances between the economic development and the heritage preservation. It is believed that the lack of awareness of the buildings’ significance, the lack of incentive to encourage conservation, and the lack of options the heritage building owners could choose in developing their sites contribute to the factor of the disappearing of these invaluable urban fabrics. The aim of this chapter is to study the transfer development rights (TDR) potential which might be used for heritage buildings in Kuala Lumpur. This chapter dwells into the problem by seeking information on awareness and feedbacks in regard to heritage matters from the people involved in the city planning and development as well as the heritage building owners. Subsequently, the study looks into the transfer of development rights (TDR), an incentive program, as a tool used in conservation of heritage buildings. All information was obtained through questionnaires requiring respondent’s opinions and feedbacks to the related matters. It is suggested that the TDR program can be utilized by the heritage building owners as an option to balance the economic and preservation needs and thus, preserving the heritage and historical building in Kuala Lumpur.
