Only recently, public sectors adopted this approach in measuring their organizational as well as their individual performances in line with their agenda to improve their service delivery system. Thus, this paper aims to look at the implementation of Key Performance Indicators (KPIs) mainly in Malaysian public sectors in measuring their performance. In response with Government Circular 2005, Malaysian public sectors have developed their own set of KPIs and observation has been made regarding this matter. To this end, semi-structured interview was conducted at National Registration Department, Pulau Pinang to further explore the use of KPIs in this frontline agency and how they approach this performance measurement tools as one way to measure their performance. The findings reveal that the use of KPIs has been successful in measuring their organizational and individual performance as well. Though it is hard at the initial stage to adopt this approach, but after several years of implementation, the use of KPIs contributed to several improvements in their administration and services. Nevertheless, since this study is explanatory study based on archival data, it provides limited insights into how organizational managers perceived the relevance and usefulness of key performance indicators in measuring the organizational performance. This paper concludes that the implementation of KPIs should be implemented not only in the frontline agency but to all public sectors as well. Several recommendations have been made to the public sectors regarding the use of KPIs in measuring their performance for future modification

Due to Malaysia's lack of rental regulation, renting a home is challenging because there is no stability in the rental sector. The study was conducted using a quantitative approach involving a questionnaire survey with young people in the Greater Kuala Lumpur. Findings discovered that high deposits, lack of access to affordable rental schemes and lack of suitable rental housing schemes for the renters were among the critical challenges for them. Policymakers should relook into the rental aspect and formulate rental regulations that benefit both renters and homeowners in Malaysia.

For those who cannot afford housing due to the high prices of houses, such as marginalized and low-income groups, squatting becomes an alternative for viable housing solutions. Many have moved into urban squatter zones in search of alternate housing. Drawing on Malaysia as a case study, this study explores the challenges urban squatter dwellers face and how it affects their well-being. This study used Participatory Action Research (PAR) and Delphi Techniques to conduct in-depth interviews with fourteen key informants in Kuala Lumpur. It analyzed the results using the thematic analysis method. Findings revealed that they faced challenges associated with social issues, housing quality, housing environment, and finances. These challenges have affected their safety, comfort, social relationships, and health. It is suggested that the government should adequately design inclusive policie...

This pilot study obtains empirical evidence through content analysis of 40 NGO websites to determine the extent to which information disclosure is carried out. Descriptive content analysis (score) is used in the inferential component of data analysis. The study results show that NGOs in Malaysia are weak in disclosing non-financial information such as customer satisfaction and complaints. This study provides empirical evidence on the importance of external audit formation for better information disclosure.

Utilising the Participatory Action Research (PAR) and the Delphi Technique, this study involved observation and in-depth interviews with key informants in Greater Kuala Lumpur. Two key themes emerged that contributed to the deficiency of housing policy and practices in Malaysia and suggest the development of comprehensive housing policies to address the issue of housing as one of the principles of human rights and improve the quality of life. It was first established in 1922 to protect the welfare of rural people and has expanded its establishment since then. With the aims to help its members, it is said that cooperatives need to accelerate its performance. However, there are issues regarding its weaknesses, especially in management, financial, and members' participation. Therefore, this study aims to identify the factors influencing its performance through strategic planning, structural capital, relational capital, members’ participation, governance practices, and human capital development. Questionnaires constructed are distributed among 72 cooperatives board members listed under the 100 best cooperatives in Malaysia for the year 2011. By using Pearson's correlation, Factor Analysis and Multiple Regression Analysis, this study found that the relational capital play: a vital role in exerting a positive influence on the...

Employing a probability stratified disproportionated sampling, a total of 150 business and 150 non-business students completed the entrepreneurship intention questionnaire. The questionnaire has five parts extracting information about demographic profiles, regulative structure, normative structure, cognitive structure, and entrepreneurship intention. The respondents were asked to state their opinions on statements on a five-point Likert-type scale. The hypotheses were tested using Pearson correlation and multiple regression. Our finding first has discovered business students possess a high level of entrepreneurial intention, cognitive structure, and normative structure as compare to non-business students. On other hand, non-business students have high level of regulative structure as compared to business students. Second, there are positive relationships between regulative, normative, and cognitive structure and entrepreneurship intention for both business and non-business students. Third, based on regression analysis, the normative structure has been discovered as the strongest predictor for both groups. This indicates that social pressures or supports will influence students' intention to become an entrepreneur. Thus, the study finds interesting mixed results where there is a significant difference in entrepreneurship intention, regulative, normative, and cognitive structure between business and nonbusiness students, and all variables are significant to both groups where normative structure acts as a significant predictor for both groups. Thus, regardless of students' academic courses, anyone can become an entrepreneur. The study strongly suggests the need to incorporate an entrepreneurship support system by Malaysian universities, government, and related agencies.

Design/methodology/approach A self-administered questionnaire was distributed to 400 respondents who fulfilled the eligibility criteria of civil servant working in Malaysia aged between 20 and 40 years, and currently renting a house, or staying with friends, immediate family or relatives. Young civil servants are highly inclined to consider the monthly repayment amount as the most important issue when deciding to buy a house. Furthermore, they prefer to buy a house in a neighbourhood that ensures high security and protection against crime. Practical implications Housing developers should...

Initial survey has found out that tolerant government compromise to integrate the multiracial Malaysian has contributed to the problems. Even though the recent trends show there is a tendency of Malaysian to be ‘colour blind ’ due to some kind of democratization and freedom of information access, still however, it did not show any sign that racial politics will disappear for good. Its unique compositions that based on multiracial, multi-religious, multicultural and multilingual as well as geographically divided has been identified by many scholars as an obstacle to the construction of Bangsa Malaysia. Several efforts from Rukun Negara (national ideology), Bangsa Malaysia and the latest, 1Malaysia have been and a...

A plethora of studies have focused on the main determinants that affect people’s intention to become an entrepreneur. The entrepreneurship intention research is mainly focused on the influence of the external environment and the individual personality aspects are not sufficiently considered. This study examines the mediating effect of locus of control in the relationship between subjective norm and youth entrepreneurship intention. This study is based on a cross‐sectional online survey design. The sample includes 248 Malaysian youth. The variables are measured based on the adapted scales and IBM SPSS 27 was used for the statistical analysis. Data were analysed using regression analysis to assess the possible mediating effect of locus of control. The present study provides evidence that locus of control partially mediates the relationship between subjective norm and ent...

They, however, experienced limited housing opportunities. Majority of them could not afford to buy a home due to the price of the house, strict finance procedures, and non-inclusive housing policy practices. As an alternative, many of them are forced to rent as that is the only realistic approach to meet their financial situation. A survey was conducted with 396 young people in the Greater Kuala Lumpur (GKL), Malaysia as to examine the socio-demographic profile and current living arrangement of the young people in Malaysia. The study discovers that majority of them are non-homeowner as they are currently renting and staying with their parents. This study suggests possible strategies in response to their housing situation in order for them to have more housing opportunities.
