Este artigo examina os desdobramentos geopolíticos para a Amazônia brasileira tendo como pano de ... more Este artigo examina os desdobramentos geopolíticos para a Amazônia brasileira tendo como pano de fundo a Política de Defesa Nacional (PDN) que concebe a região como estratégica do ponto de vista da prioridade de defesa do Brasil. O enfoque escolhido baseia-se no conceito de governança aplicado à especificidade temática dos arranjos institucionais que incluem as questões relativas à presença militar na Amazônia no combate ao narcotráfico e ao contrabando por meio das Forças Armadas e da Polícia Federal. Busca-se dar conta seguintes questões: qual é, de fato, o alcance da ameaça sobre a Amazônia brasileira? Quais têm sido as iniciativas da academia com relação à contribuição para a defesa e a segurança da região? As prerrogativas contidas na Constituição de 1988 devem ser respeitadas. As FFAA não estão preparadas para intervir densamente na repressão a conflitos dessa natureza de forma extensiva, porém, devem patrocinar ações preventivas na fronteira política e outras territorialidades assim que estiverem ameaçadas as garantias individuais e coletivas dos cidadãos brasileiros e, implicitamente, seus pressupostos político-institucionais, motivadas pelo aumento e intensificação das “novas ameaças”.

A aquisição recentemente de aviões de combate e de transferência de Batalhões para a Amazônia revela a preocupação da administração Lula com a presença militar revelada no incremente de contingentes das Forças Armadas. A análise permite identificar e caracterizar um padrão geopolítico expresso na Política de Defesa Nacional (PDN), no Programa Calha Norte (PCN) e na Estratégia Militar de Defesa (EMD).

have been studied in which the management of the implementation process of academic
information system. In order to identify the form of implementation of management
information system and its effects on the academic community. The research starts with a
documentary survey. After analysis of the documents was made a suvey with 37 servers and
structured interviews with 10 servers. The categories leadership, strategy, people and society,
processes and people, results, information and knowledge, consisted in the instruments. The
results show that the University is in partial compliance with the proposed streamlining of
state reform. The conclusion is that the information system deployed shows an improvement
in university management in two perspectives: one for management and another in the
perception of the users of its services.

This paper shows the relevance of digital cartography with methodology applied to legally regular... more This paper shows the relevance of digital cartography with methodology applied to legally regularizing in Amazônia to Pará from a search experience and extending in the Superintendent of Union Equity (SPU) of Belém, Pará, especially with use of the software ArcGIS 10.1 for the characterization and identification of federal lands. The paper was based on the scientific perspective and georeferencing technique showing that the study of the methods and techniques of symbolic representation of cartography, as proposed by Martinell is essential to the theoretical understanding of the importance the cartographic work. The database produced by SPU was used in the project "Characterization of Union Properties in Support of Land Regularization: Citizenship and Sustainability in the Amazon to Pará" in SPU/UFPA partnership showing how to create maps and contributes to the legally regularizing process in the Amazon and increasing the delivery of the title to citizens living in properties Amazonian soil. Then, how result that method was efficient to streamline property titling processes of the Union with the georreferencing support.

solutions for that problem. The North Area of Brazil is the one which presents, in relative terms, the
largest growth of the marginality. In Santarém city located in the West of Pará, the criminality, in the
period 2000-2010, it grew 114,64%. Taken this in hand, this work uses the rational choice approach
and makes use of Probit econometrics models to study the relationship between categories of crimes
and variable socioeconomics in the Area with focus in Santarém. It uses the methodology developed
by Heckman relative to the correction of the selection inclination. As a result, it is observed that the
basic motivation for the prisoner to commit crimes is different among the four researched categories:
In the crimes against life the social interaction was observed as the main motivation; in the crimes
against the habits the social interaction and the family inheritance; in the crimes against patrimony the
individual's economic condition and; the prisoner's motivation for traffic of narcotics found back-up in
the economic questions, in the social interaction and in the individual's family inheritance.
Os crimes transfronteiriços, isto é, aqueles ilícitos, cujos fluxos de ação se beneficiam da cond... more Os crimes transfronteiriços, isto é, aqueles ilícitos, cujos fluxos de ação se beneficiam da condição fronteiriça, pressupõem o trânsito interestatal como o contrabando, a biopirataria, o descaminho, o tráfico de seres humanos, a grilagem de terras, o narcotráfico e a lavagem de dinheiro, modalidades clandestinas que desafiam o Estado e a Sociedade. As soluções passam, necessariamente, pela compreensão da natureza destes processos na fronteira e tais delitos encontram nela, terreno fértil para se desenvolverem e se perpetuarem. Isto ocorre porque, segundo Nascimento (2005), a presença rarefeita do Estado, bem como as condições institucionais e geográficas, tornam complexas as tarefas de instalação de burocracias cuja ausência ou ineficiência podem favorecer a proliferação do ciclo da ilegalidade.

occupied in a haphazard fashion without any formal planning. The expectations generated by the job
offers brought about by developmentalist policies during the 1950s beginning with the government of
President Juscelino Kubitschek expanded the metropolis. Belém went from an urban conglomerate of
250 thousand to almost 1.5 million inhabitants today, and suffers from local policies that are
economically and socially excluding. The high demand for living space and high cost of housing have
forced people to occupy peripheral areas of cities, generating social problems that instead of being
solved are actually intensifying. Urban violence and land title irregularity are some of the serious
problems both for society in general and for the real estate sector, which has become more dynamic in
recent years because of expanding credit. However, this economic segment faces major difficulties in
its investments and its commercial transactions, often with significant losses or reductions in prices,
which is in part due to these problems. This paper seeks to contribute towards understanding the real
estate markets of cities in emerging countries that have such characteristics of violence and
irregularity, with the objective of quantifying the influence of these variables on the price of residential
properties, using as a reference the city of Belém, capital of the State of Pará (Brazil). For the study
samples were collected in 6 distinct city neighborhoods, for a total of 28 items that were treated with
inferential statistics and by the coast approach in order to analyze the variation in their value. The
results achieved show a depreciation or reduction in value of up to 67%, depending on the area or
neighborhood analyzed. The greatest share in variation of value was caused by location, as was
expected, followed by Urban Violence and Land-title Irregularity, with percentages of 34%, 22% and
11% respectively.

research examined the Calha Norte Program
(CNP), designed to protect and develop
the Amazon border (North Arc), within
a governance framework. Throughout the
development of this project from 1986-
2002, there were constant crises regarding
its financing by the Brazilian state. In spite
of this, such an analysis allows us to confirm
that public authorities always tried to
provide the minimal operational conditions
for the project, therefore reflecting the impact
of critical evaluations upon public policy
development in the Amazon. From the
end of the second term of President Fernando
Henrique Cardoso (FHC), there was a
gradual increase in public resources to finance
actions in the Northern border region
, where the CNP is located, resulting from
the application of the New National Defense
Policy (NDP). Increases in financial support
has continued throughout the administration
of President Luís Inácio Lula da Silva.
