With them, it is possible to create urban environments with higher sociospatial quality and a coherent spatial distribution. For this reason, the different ways of planning the implementation of Urban Community Facilities need to be understood, both in their qualitative and technical aspects. This article, through a review of technical and scientific literature, explores different criteria that can be used in the implementation of Urban Community Education Facilities. It approaches characteristics of the surroundings, capacity measurement, sphere of influence, accessibility, circulation and the relationship between these facilities and urban sustainability. The article concludes that the careful planning of Urban Community Facilities is essential to ensure a better development of the urban environment and to facilitate public management.

O trabalho proposto pretende discutir o papel metodológico que cumprem os conceitos de subúrbio e... more O trabalho proposto pretende discutir o papel metodológico que cumprem os conceitos de subúrbio e periferia na perspectiva teórica de José de Souza Martins, um dos mais importantes sociólogos brasileiros. A análise desses dois conceitos permite construir um novo olhar da espacialidade e, sobretudo, um novo modo de pensar a cidade. Influenciado por Henri Lefebvre, um dos mais destacados sociólogos urbanos, Martins parte do que está na margem, do que aparece despercebido, oculto. É o caso do subúrbio, esquecido e substituído pela noção de periferia. A noção de subúrbio contém uma nova concepção de espaço, uma nova sociabilidade, onde ocorre a ruptura e a transição para a modernidade da cidade. O subúrbio representa o ser dividido entre o urbano e o propriamente rural. Um conceito que não teve até hoje relevância no mundo acadêmico sendo substituído pela noção de periferia que é seu contrário. Na periferia concretiza-se a subordinação da cidade e da urbanização à renda da terra. Como disse Martins "a periferia é a negação das promessas transformadoras, emancipadoras, civilizadoras e até revolucionárias do urbano, do modo de vida urbano e da urbanização ABSTRACT The proposed work will discuss the methodological role fulfilling the concepts such as suburb and periphery in the theoretical perspective of José de Souza Martins, one of the most important Brazilian sociologists. The analysis of these two concepts can build a new view of spatiality, furthermore, a new way of thinking the city. Martins, influenced by Henri Lefebvre -the prominent urban sociologist -, starts his view from what is at the margin, unnoticed, hidden: the suburb, once forgotten and replaced by the notion of periphery. The concept of suburb contains a new conception of space, a new sociability, where occurs the breakdown and the transition to the modernity of the city. In suburb appears the division between what is urban and what is rural. It is a concept with no relevance in nowadays academic world, replaced by its opposite, periphery. The periphery is the concreteness of the subordination of the city and urbanization to land's rent. As Martins said "the periphery is the negation of the transformative, emancipatory, civilizational, even revolutionary urban promises, of the urban way of life and urbanization". 1.
