The main challenge of a national institutional evaluation in México, as elsewhere, is to design a... more The main challenge of a national institutional evaluation in México, as elsewhere, is to design assessment addressed to different socio cultural contexts. Building a Science Literacy Configuration (SLC) in a group of non-mainstream students, lead us to comprehend the hindrances of their diversity in front of a Science test. Video and ethnographic recordings of Science class were used to design a contextual evaluation with ten items from three modified PISA test questions. We find that the strongest interactions of SL evaluation were linked to: emotional experience of tension and to meaning negotiation. Followed by the relation to natural academic literacy, and the weakest with academic content. Transformation in assessment of content and format is not enough to cope with socio economic limitations, but an alternative is found. Although aligning teaching and evaluation and transformed items improved the average ability of the 20 junior high students to answer, their oral expressions were more meaningful than the written ones. Negotiation of individual oral responses, improves science learning and outcomes assessment, but not those of the group. The link between socio economic conditions and SL was more significant depending of the quality of everyday interactions inside the group. Problem. If for a democratic society " designing valid and equitable approaches to assess the academic learning of non-mainstream students remains one of the more difficult issues in educational policy and practice (Lee & Buxton, 2010: 99); educational outcomes are not alien to our context. In México prevails " … conditions that prevent a democratic life and the exercise of citizenship rights…authoritarism, distrust in institutions; threats to public safety undermine the consolidation of a equitable society " (IFE, 2014:13). Poverty and inequality mainly affects schools pertaining of small rural and Native American communities. " Repetition and dropout rates and students' achievements tested at both national and international levels show that the quality of education services is poor… there has not been any improvement in international literacy surveys such as PISA " (Guichard, 2005: 30). From national agencies of evaluation, we learn that TV secondary students, gets the lowest scores in math (473), nearly one hundred points below the outcome from Private School (574), while Public and Technique School lies in between (500 and 497). But regardless of their socio economic origins, (Graph 1), the percentage of 15 year-old students in Math, Language and Science are depressing in front of international assessment (Flores & Martínez, 2007). Our aim is, therefore to design an assessment configuration to cope with these issue adapted to our diversity of conditions and building more equality indicators. Design We propose a configurationally approach of Science literacy assessment with cultural validation (Solano-Flores & Nelson—Barber, 2003) as a mean to built a contextual evaluation. From a sociocultural perspective (Roth, van Eijck, Reis, Hsu, 2008), the interdependence network of individual agency and economic structure are built over a constellation of aesthetics and values in each culture which together ads up to a " unique " gestalt. First, we use this configuration as a toolkit to build contextual reference evaluation, Graph 1 Percentage of 15 years old students in language, math and science.
