The territorial zoning system of Venezuela is based on a diverse set of categories called "Areas ... more The territorial zoning system of Venezuela is based on a diverse set of categories called "Areas under Special Administration Regime" (ABRAE), which include protected areas. We discuss first how the Venezuelan government has requested to add a group of ABRAE as protected areas to the World Database on Protected Areas (WDPA), even though the main objectives of Venezuelan ABRAE are not aimed at protecting biodiversity. Second, we identify the weaknesses of the Venezuelan state in fulfilling the function of protecting biodiversity in territorial spaces as envisaged in the Convention on Biological Diversity, and particularly in Aichi target 11. Finally, we address the scant attention of the government of Venezuela to issues related to the governance of protected and conserved areas, and we specifically address Key Biodiversity Areas, and Other Effective Area-based Conservation Measures .

This paper highlights the Southern Caribbean Ecoregion complex, its high diversity and conservati... more This paper highlights the Southern Caribbean Ecoregion complex, its high diversity and conservation status.The "South Caribbean", which Venezuela shares with the Kingdom of the Netherlands (Aruba, Curaçao and Bonaire). An interesting initiative is analysed to link and strengthen ties between countries to achieve a large conservation space within an ecological connectivity scheme. This initiative has an important potential to be included in the UNESCO World Heritage List, and in accordance with the goals of Aichi and the Oceans Pact (United Nations, 2012), which would be a significant step towards the sustainability of this ecoregion of global relevance.

Protected areas in Venezuela had included almost exclusively national parks and natural monuments... more Protected areas in Venezuela had included almost exclusively national parks and natural monuments, later wildlife reserves and wildlife refuges, all them with perfect place in the IUCN system. 1983 came into force a Law for Territorial Planning, which brough a wide list of other areas for land use planning, grouped in a framework defined as Areas under Special Administrative Regime (ABRAE by Spanish acronym). But not all ABRAE have a real relation or something to do with the nature conservation objectives. 1993, by signing the Convention on Biological Diversity, Venezuela adopts for its first time a concept for "protected area". But the term ABRAE is still using to call protected areas, generating confusions, like the projection as a country with a very high proportion of territory under nature protection. This paper provides a broad look to the ABRAE and its relationship with the true protected areas, based on objectives related to the Biodiversity Convention and the sustainable development goals.
