divided in three main sections: (i) a theoretical analysis of the principal models of public
administration, namely patrimonial, bureaucratic, and managerial; (ii) how the Brazilian
state adopted and adapted these models to its own situation; and (iii) how these changes
were reflected in the evolution of electrical sector regulation.
