It is argued in this chapter that child sexual abuse, like all behavior, is the product of a person-situation interaction and as such can be analysed using the theories and approaches of environmental criminology. Child sexual abuse is found to occur in contexts where potential victims can be easily accessed and where personal, social, situational, and legal controls over potential offenders are weak. Establishing a situational basis for child sexual abuse opens the way for the application of situational crime prevention strategies to create safer places for children.

The latest version of the classification proposed 16 techniques for preventing crime through opportunity reduction. The present paper suggests a complementary classification of 16 techniques for controlling situational precipitators of crime. The new classification is based on the argument that there are two distinct situational forces acting upon potential offenders --the perceived costs and benefits of intended criminal acts (the basis of Clarke's classification) and factors that may induce individuals to commit crimes that they would not have otherwise considered (the basis of the present classification).

Specifically, we compare the micro-situational contexts in which sexual offences against adult females are disrupted to those in which these offences are completed. Data on sexual crime events was collected from 138 adult males who were incarcerated for committing a sexual offence against a woman using a self-report questionnaire incorporating a crime-script framework. We found that the presence or availability of a guardian does not guarantee offence disruption. Rather, action taken by the guardian is the critical factor which determines a sexual offender's decision to cease the offence.
