La place qu'occupe désormais la Chine dans l'économie mondiale génère des interrogations nombreus... more La place qu'occupe désormais la Chine dans l'économie mondiale génère des interrogations nombreuses sur la nature de ses relations avec le reste du monde, notamment l'Europe. L'objectif de ce papier est d'analyser les relations commerciales franco-chinoises, du point de vue de leur évolution mais aussi au regard des avantages comparatifs de la France. Nous présentons dans un premier temps le rôle de la Chine dans le commerce extérieur français. Nous mettons ensuite en évidence les spécificités de la France par rapport aux autres pays de l'Union européenne. Dans un troisième temps, nous nous intéressons à l'origine géographique du contenu en valeur ajoutée des biens échangés. Enfin, la politique commerciale étant définie au niveau européen, nous rappelons, dans un dernier point, comment évolue la stratégie en la matière.

This paper examines the cyclicality of provincial expenditure in China during the period 1978-201... more This paper examines the cyclicality of provincial expenditure in China during the period 1978-2013. Using panel data for analysis, it assesses whether provincial expenditure has been pro-cyclical. Pro-cyclicality is found to be a regular feature of provincial fiscal policy. This pro-cyclicality occurs both in times of low and high growth rates and has markedly intensified since 1994 with the increased autonomy of provinces. The paper further finds that the pro-cyclicality bias is mitigated when financial constraints are relaxed, the remaining political life of the governor is long, government efficiency is strong, corruption incidence is low, and governments are large.

The aim of this paper is to examine whether there is a co-insurance mechanism against provincial ... more The aim of this paper is to examine whether there is a co-insurance mechanism against provincial aggregate income fluctuations between the Chinese provinces. Our theoretical argument relies on the existence of an efficient allocation of risk between the Chinese provinces. According to this analysis, an institutional arrangement between the provinces allows the perfect smoothing of provincial private consumption. In this case, changes in provincial private consumption depend rather on changes in aggregate Chinese income than on asymmetric changes in provincial income. We test this hypothesis on the 1989-2000 period for 30 Chinese provinces using the GMM estimator. Econometric evidence highlights the weakness of co-insurance mechanisms between the Chinese provinces. First, we reject the hypothesis of perfect insurance. Second, there does not seem to exist a significant, though imperfect, insurance mechanism. Indeed, the provinces' private consumption reactions are the same either after a shock affecting all the provinces or after an asymmetric shock.

The estimation shows that when a country's share of trade with China increased, its share of trade with EU partners declined. This suggests that stronger trade links with China resulted in weaker trade links among EU countries. Furthermore, the "disintegration" effect of the export to China was stronger than that of import from China, meaning that the influence of China as an export destination was greater than that of China as a source of import. An extended analysis shows that the disintegration effect was most strongly felt in trade links among EU core countries, less strongly felt in trade links between EU core and periphery countries, and least strongly felt in trade links among EU periphery countries. In comparison, we find that EU import from the US and India significantly weakened and strengthened intra-EU trade respectively. Estimation results using product level data demonstrate that the effects depend on the types of products we are concerned with. Whether using gross value or value added, the conclusions remain valid.

This paper examines the relationship between inward foreign direct investment (FDI) and the indus... more This paper examines the relationship between inward foreign direct investment (FDI) and the industrialization process in Africa. It uses panel data from 49 countries over the period of 1980-2009. The results indicate that FDI did not have a significant impact on the industrialization of these countries, while other variables, such as the size of the market, the financial sector, and international trade were important. This study concludes that the role of FDI in the transformation agenda, which is currently being discussed in Africa, should be carefully analyzed to maximize the impact of these capital inflows.
