In the following paper, of an academic essay nature, we will address the notion of the State. In ... more In the following paper, of an academic essay nature, we will address the notion of the State. In this sense, first-I-the definition of the State will be given. Then-II-the parts of the definition will be developed. Subsequently-III-the means, attributes or powers that correspond to it will be mentioned. Next-IV-the main threats or challenges it must face will be addressed. Finally-V-the Populist and Neoliberal economic visions on the management of the State will be compared in relation to: 1-theoretical perspective of analysis, 2-diagnosis, 3-role of the State, 4-role of civil society, and 5-key dimensio ns to achieve Development. It should be clarified that this paper considers the State from a historical point of view. In this sense, the proposed definition is conditioned by current historical conditions and is framed within the so-called Western Democracies.

We argue that the theories of "rational action" or "resource mobilization" as
discussed by McAdam (1999) (2005) and the "French sociology of aesthetic, moral and political judgment" as discussed by Cefaï (2008) (2011) and Trom (2008) are appropriate, even complementary, for the analysis of Social Movements, but they are not sufficient. This being so, we consider that it is useful to use the epistemic framework of Edgar Morin's (1977) (1990) (2004) complex systems theory for the analysis of Social Movements. The fundamental premise to be defended is that Social Movements should be conceived as complex systems, and therefore, they should be analyzed starting from the epistemic framework of complexity theory.

Edgar Morin about what constitutes complexity and the implications this has for "classical science". As a specific objective, this paper aims to argue about the importance of the concept of organisation for the understanding of complexity, as defined by Morin. Simultaneously, an attempt is made to explain the dialogical relationship of this notion with the categories of order-disorder-interactions, since Morin (2004) conceives these four concepts as a tetragram necessary to understand the notion of complexity.

El tema general de este trabajo propone la articulación entre el campo (entendido este como un ár... more El tema general de este trabajo propone la articulación entre el campo (entendido este como un área de estudios interdisciplinarios y no como una teoría uniforme) de la complejidad y la elaboración de políticas públicas. La idea inicial a sostener es que los métodos para realizar políticas públicas elaborados desde la "ciencia clásica" 1 no resuelven de manera satisfactoria las problemáticas de la sociedad. Siendo por ello necesario desarrollar un método de políticas públicas que parta del campo de la complejidad, más específicamente, que se encuentre basado en la noción de "sistema complejo".

The structural reforms and decentralization implemented in Argentina in the 1990s resulted in new functions for local governments; however, these were not accompanied by increased budgetary transfers to municipalities to support them. Because of this, in theory, local governments began to use the governance management model to cope with the new functions acquired.
Therefore, it is pertinent to ask ourselves: What is understood by governance in local governments? And what indicators are appropriate and useful to measure the degree of use of the governance management model in the local governments of the province of Buenos Aires?

Las reformas estructurales y la descentralización implementadas en la Argentina en la década de 1990 devinieron en nuevas funciones para los Gobiernos locales; no obstante, estas no fueron acompañadas por una mayor transferencia presupuestaria a los municipios para solventarlas. A causa de esto, en teoría, los Gobiernos locales comenzaron a utilizar el modelo de gestión de gobernanza para afrontar las nuevas funciones adquiridas.
De aquí que sea pertinente preguntarnos ¿Qué se entiende por gobernanza en los Gobiernos locales? Y ¿Qué indicadores son adecuados y útiles para medir el grado de uso del modelo de gestión de gobernanza en los Gobiernos locales de la provincia de Buenos Aires?

En el siguiente trabajo, de índole ensayo académico, abordaremos la noción de Estado. En este sen... more En el siguiente trabajo, de índole ensayo académico, abordaremos la noción de Estado. En este sentido, en primer lugar –I– se dará la definición de Estado. Luego –II– se desarrollarán las partes la definición. Posteriormente –III– se mencionarán los medios, atributos o potestades que le corresponden. A continuación –IV– se abordarán las principales amenazas o desafíos que debe enfrentar. Finalmente –V– se compararán las visiones económicas Populista y Neoliberal sobre la gestión del Estado en relación a: 1- perspectiva teórica de análisis, 2- diagnostico, 3- rol del Estado, 4- papel de la sociedad civil, y 5- dimensiones claves para lograr el Desarrollo. Cabe aclarar que en éste trabajo se considera al Estado desde un punto de vista histórico. En este sentido, la definición propuesta queda condicionada por las condiciones históricas actuales y se enmarca dentro de las llamadas Democracias Occidentales.

El tema central de este ensayo es la Gobernanza en el desarrollo territorial endógeno. Para abord... more El tema central de este ensayo es la Gobernanza en el desarrollo territorial endógeno. Para abordarlo, se presentan las nociones de territorio y desarrollo territorial, destacando que la Gobernanza local o territorial desempeña un papel esencial como eje coordinador en este proceso. En consecuencia, el objetivo general es ofrecer una definición de gobernanza local o territorial. La conclusión principal señala que esta gobernanza es un proceso político que se materializa en un modelo específico de gestión pública a nivel estatal local. En este marco, el gobierno local asume la responsabilidad de coordinar interacciones y acciones conjuntas con actores sociales tanto internos como externos al territorio, mediante relaciones interdependientes en un contexto descentralizado y colaborativo. Este enfoque, basado en una lógica de redes, busca fortalecer un tejido social denso que permita definir, de manera participativa y deliberativa, objetivos y metas colectivas.
