This happens because the TI InterActive application hasn't been developed to run on Windows 10. The official website points to a broken link, and according to some sources found on different websites, the software is compatible with versions of Windows up to Windows XP.
To have that running on Windows 10, install VirtualBox and then follow this tutorial to start a Windows XP machine.
Note: A Windows XP Installation disc is necessary to achieve this.
