DISA Encore III is a follow-on to the DISA Encore II IDIQ vehicle and focuses on modernizing IT capabilities at the federal level, particularly within DoD. The scope of Encore III includes all activities within the Military Services and DoD. Other Federal agencies may utilize this contract to satisfy their Information Technology (IT) requirements after making the appropriate Economy Act Determination in accordance with Federal Acquisition Regulation (FAR 17.5). IT solutions that can be requested under this contract vehicle encompass a range of capabilities from legacy systems to emerging net-centric technologies, cyber security, mobile environments, web-scale IT, cloud-based disaster recovery and evolving network interfaces. The government can use this vehicle to obtain support covering different operating levels in areas such as Command and Control (C2), Intelligence, Mission support areas, unified capabilities, enterprise services, business systems and other elements of the DoD Information Network (DoDIN). The work performed under this contract includes supporting the government by furnishing personnel, materials, travel, services, managed services and other items needed to satisfy the worldwide development, deployment, operation, maintenance and sustainment requirements of DISA and its customers.

SETI is a contract vehicle that has a focused scope to provide new, non-commodity and innovative information technology engineering solutions, embracing cutting-edge technologies and methodologies for mission partners across DoD. The SETI vehicle was designed for current complex and unique requirements, as well as built to be technology-agnostic in order to solve capability gaps in all future mission needs. Mission partners: DoD Offices and Agencies; Office of the Secretary of Defense (OSD); Federal Agencies; Coast Guard; Intelligence Community; Combatant Commands; Joint Staff; Air Force; Army; Marine Corps; Navy; Mission Partner Engagement Office (MEPO); and International Partners.

Bio

Erica Dobbs is a distinguished technology strategist and retired U.S. Navy Commander (O-5) with over 35 years of specialized experience in cybersecurity, cryptologic operations, network architecture, and information technology leadership. She is the founder and Chief Executive Officer of Dobbs Defense Solutions (D2S), a full-service technology firm providing comprehensive cybersecurity and IT solutions. A pioneer in her field, she has successfully transitioned from her military career to establish a leading company recognized on the Inc. Regional and Inc. 5000 lists of fastest-growing private companies in America.

From rising through the ranks from Naval Chief to commissioned officer, Dobbs has constantly relied on technical expertise, disciplined leadership, and strategic vision to become recognized as one of the top authorities in secure communications infrastructure and cybersecurity.

Under her leadership, Dobbs Defense Solutions has garnered significant industry recognition, including the prestigious Small Business Administration (SBA) Veteran-Owned Business of the Year award in 2024 and honors from the National Veteran Small Business Coalition (NVSBC) in 2024 for excellence in service delivery and veteran employment.

A cybersecurity expert and regular speaker at industry conferences, Erica mentors CEOs through several programs including CEO Circle, Veteran Institute of Procurement (VIP), and directly through her company. She believes in giving back to women and the veteran community, demonstrating this commitment through her selection to participate in the prestigious World Wide Technology’s 2025 Impact Program.

Erica holds impressive academic credentials, including a Master of Science in Cybersecurity, a Master of Business Administration from the University of Maryland Global Campus, and a Master of Arts in Procurement and Acquisition Management and Government Contracting from Webster University.

She currently serves on the Board of Directors for Montgomery County Chamber Community Foundation (MCCCF), National Veteran Small Business Coalition (NVSBC), Fort Meade Alliance Foundation (FMA), Maryland Technology Development Corporation (TEDCO), Women Elevating Women, and is a Vet-Force/Veterans Entrepreneurship Task Force Executive Board member. She is also an Advisory Board Member for the University of Maryland Global Campus, School of Cybersecurity and Information Technology and Maryland Technology Development Corporation (TEDCO). These leadership roles reflect her ongoing commitment to advancing education in cybersecurity and supporting veterans and community development.

Recognized for her personal contributions with awards including the 2020 G2Xchange Leading for Impact Women in Leadership Award, Entrepreneurial Women of Impact 2023, and being named among Maryland’s Top 100 Women, Erica continues to advance comprehensive technology solutions while maintaining an employee-centered culture focused on excellence.
