As part of its mission, the Fund facilitates the creation of new educational programs for high-tech industries, assisting companies with turnkey personnel training, and supports initiatives for children and young people aimed at in-depth study of advanced technologies and tech entrepreneurship, as well as guiding them in making informed professional choices.

Высшим коллегиальным органом управления Фонда является Наблюдательный совет. Согласно уставу Фонда, к компетенции совета, в частности, относятся вопросы определения приоритетных направлений деятельности Фонда, его стратегии и бюджета. Председателем Правления Фонда, являющегося коллегиальным органом управления, является Председатель Правления ООО «УК «РОСНАНО» Анатолий Чубайс, генеральным директором Фонда — Андрей Свинаренко.
