The method is discussed in the context of case studies of smart city concepts in Malaysian states namely Johor, Penang and Selangor, with the efficient and effective state for implementation and application in urban planning being selected. The case study method was utilised to demonstrate the conceptual framework of smart city application in urban planning, as well as seven smart city criteria. The basic requirement for the proposed framework is that individuals must have urban planning expertise in the field of smart city applications. The authors, who are well-versed in urban planning and smart city concepts from the point of view of urban planning, propose a solution relevant to any urban planning circumstance.

The method is known as a "mix of land uses to test pedestrian connectivity," and it encompasses land use and connectivity within a 400-meter walking radius, as indicated on the map. According to the findings, 28% of pedestrians in the age range of 25–34 years old were eager to walk in a neighborhood with good pedestrian infrastructure and a safe environment for walking. The elderly were less willing to walk because of the lack of pedestrian infrastructure, which prevented people from using walking as a mode of transportation. Professionals, who accounted for 45.6 % of all responses, favored increased provision for pedestrians in the neighborhood area to encourage more people to walk instead of driving private vehicles.

Smart City implementation may lead to a high-quality, more resilient, liveable and sustainable development for a nation. Malaysia's urban population will increase from 74.3% in 2015 to 79.6% in 2025. By 2040, Malaysia is expected to reach 84% of the urbanisation rate. In managing and solving daily urban issues (e.g., congestion, energy, crime, pollution, waste management, etc.), urban planners are searching for implementing Smart Cities as a primary solution. This study aims to investigate two (2) cities’ experiences in implementing these initiatives, namely, Putrajaya and Iskandar Puteri. Both cities act as administrative centres at the national and state levels. Since established in 1995, Putrajaya promoted as the 'Garden City' and 'Intelligent City'. This is followed by the new administrative city of Johor State, Iskandar Puteri (p...
