با توجه به اینکه زبان بوروکراسی را نوعی سوءاستفادة دولتمردان از زبان عنوان می‌کنند و در ذات خود ن... more با توجه به اینکه زبان بوروکراسی را نوعی سوءاستفادة دولتمردان از زبان عنوان می‌کنند و در ذات خود نوعی گفتار دوپهلو به‌حساب می‌آید، نمی‌توان جنبة مثبت یا مطلوبی را برای آن عنوان کرد و برای یک پدیدة تقریبا منفی الگویی مطلوب را ارائه داد؛ بنابراین، بهتر است به‌جای استفاده از الگوی مطلوب زبان بوروکراسی، از عنوان زبان فرابوروکراتیک استفاده شود. الگوی مطلوب زبان دولت باید از خوی و منش زبان بوروکراتیک فاصله بگیرد، بهسمت زبان فرابوروکراتیک سوق یابد و نگاه ارزشی بر آن حاکم شود؛ زبانی که صادق، ملتساز، مشارکت‌جو، پاسخگو، تکریم‌کنندۀ شهروندان، متوجه منافع عمومی، عدالتمحور، شفاف و اخلاقمحور است؛ بنابراین، هدف این پژوهش، ارائۀ مدلی برای سنجش زبان مطلوب دولت و بررسی آن در حوزۀ بهداشت و درمان دولت یازدهم در شهر تهران است. روش پژوهش، توصیفی- پیمایشی است. ابزار گردآوری داده‌ها پرسشنامۀ محققساخته است که اعتبار سازۀ آن، بهروش تحلیلعاملی تأییدی آزمون شد. همچنین برای سنجش وضعیت زبان مطلوب دولت، از آزمون تی تک‌نمونه‌ای استفاده شد. نتایج نشان میدهد مدل اندازهگیری تحقیق، دارای برازش مناسبی است و زبا...

Since language finds bureaucracy a kind of abuse by the public servants of the language and burea... more Since language finds bureaucracy a kind of abuse by the public servants of the language and bureaucracy is considered by nature as a controversial speech, no desirable aspects could be found for it and no suitable model could be presented for a relatively negative phenomenon. That is why it is better to use the term 'post-bureaucratic language' instead of the phrase 'suitable model of the language of government '. Thus it would be more appropriate to use the term “post-bureaucratic language” instead of a new bureaucracy language pattern. Hence the objective of this study is to present a model to assess the suitable language of government and to study it within the health and treatment sector of the 11th administration in Tehran. The method of research is descriptive-quantitative. The used instrument to collect data was the researcher's questionnaire whose validity was tested by using the confirmatory factor analysis method. Also in order to assess whether the language of government is suitable, a sample Ti-tech test was used. The results of the study showed that the testing model of the research had a suitable fitting and the desirable language of government in the health and treatment sector is at a suitable condition.
Sea level rise is one of the most dangerous outcomes of climate change, which poses a severe thre... more Sea level rise is one of the most dangerous outcomes of climate change, which poses a severe threat to the coastal areas of developed and developing countries. This study uses Kingdon's multiple streams framework model to identify the factors that prevent the sea level rise as problems requiring policy agenda setting. The mixed research method was applied in this research and in terms of data collection, qualitative and exploratory study was carried out by using the Delphi technique. The members of the Delphi panel presented 10 items and finally, in order of priority, 9 items received the highest importance factor. Research findings state that there are ambiguous perspectives on policy-making levels towards increasing sea level rise as a public problem, and there is no consensus on the need for attention to this issue.
