Several efforts have been dedicated to studying the factors responsible for the successful execut... more Several efforts have been dedicated to studying the factors responsible for the successful execution of capital infrastructure projects. Similarly, some researchers have separately studied the influence of the procurement system, the size of in-house professional teams and the process of selecting contractors on the successful execution of capital projects. However, there is limited evidence of studies of the interaction of these three factors on the successful execution of specific capital projects. This leads to the importance of this research. The multiple-site case study method of qualitative research was adopted. The research compared the structure, operation, and success in infrastructure delivery of the capital development units in two higher education institutions in South Africa. The findings revealed that one institution uses the relationship-based procurement system, while the other adopts the traditional procurement system. The conclusions arrived at are that the procurement system influenced the size of the in-house professional team, but the quality of contractors significantly impacted on the success of infrastructure delivery. Therefore, this research recommends that contractor selection processes should be systematically implemented, irrespective of the procurement system.

When there are observed structural failures in systems supported by the beam, the functional state of the beams should be ascertained before any further detailed investigations are initiated. The correct diagnosis of the source of the problem is essential to design an effective rehabilitation scheme. Simple visual inspections corroborated with field tests for true beam horizontality can provide the lead information that will guide the clients' scope of further investigations. Case studies addressed the research questions; the research data was collected by reviewing previous investigation reports on a three-story building, then conducting physical inspections and simple site experiments to identify the lead information. The results reveal that multiple cracks observed in the partition walls, especially in the second floors, were as a result of excessive deflections in the beams supporting the first and second floors. Subsequent investigations confirmed this lead information and appropriate rehabilitation schemes were adopted.

Key Performance Indicators (KPIs) serve as steering wheels which help to direct the resources of ... more Key Performance Indicators (KPIs) serve as steering wheels which help to direct the resources of organisation to facilitate coordinated improvement on their levels of effectiveness, productivity, customer satisfaction, achieve their goals and gain competitive advantages. The KPIs are either adopted from generic list or mutually developed between the relevant stakeholders. The resulting KPIs developed from this mutual cooperation are the product of the consensus of opinions garnered from the anonymous opinions of the participants. The need to develop KPIs through consensus building effort gave rise to the use of the Delphi technique which allows participants to interact with a common subject anonymously; the end result can be trusted for addressing the purpose of the research. This technique was adopted for the development of operational KPIs for measuring the performance of the Facilities Management unit of a Higher Education institution in South Africa. The findings revealed that the developed KPIs was classified into categories which serve as guide to the service provider on how to invest its resources to achieve improved performance, customer satisfaction and the goals of the institution.

Nevertheless, the exercise is possible for organizations with similar objectives. For example, the objectives of Higher Education institutions revolve around teaching, learning and research that require functional infrastructure, technology and services. The client, end-users and service providers in these organizations can develop acceptable indicators for their operation of the support facilities and that will facilitate the creation of an effective benchmark. The modified classic Delphi technique was used in achieving the consensus of opinion from the participants. The findings revealed that there were convergence of opinion on the essential indicators that can enhance the provision, operation and management of the required support facilities for the effective performance of the core functions of Higher Education institutions. Considerable research efforts abound on safety issues during construction phase of built faciliti... more Considerable research efforts abound on safety issues during construction phase of built facilities, but very low attention is paid to safety during operation phase; instead security occupies top priority. Responding to factors such as technological and increase in student's population, many higher institutions globally are expanding their built facilities in terms of quantity, size and sophistication. There are many situations that infringe on the safety of the end-users; they include fire, natural and man-made disasters. The simplest approach to test the emergency preparedness of the end-user of the facilities as well as the adequacies of critical components of the built facilities is to simulate emergency through evacuation drill. Conducting evacuation drill in Higher Education institution is complex due to the composition of its constituency, multiple activities, time constraints and the human dynamics: some view evacuation drill as a wasteful exercise. The case study method of qualitative research is adopted; the data are collected through semi-structured questionnaire complemented with interview, observation and participation. The findings include evidence of the display of safety awareness documents, sensitization lectures and running mini evacuation drills in the different segment of the institution. Although the response rate to evacuation drill is low at the moment, with more commitments and advocacy it is possible to progress towards benchmarking the exercise with regulatory standards.

The iron triangle of cost, quality and time has long been the measuring instrument used in the execution of capital development. This concept has being challenged in recent times. In reality, the role of the capital asset in the execution of the core functions of the organization should influence the project success factors. The single case study method of qualitative research and the Delphi technique were used to collect data from a pilot higher education institution and the result was compared with the opinions of facilities managers from four other institutions. The findings reveal that facilities managers in higher education institutions expanded project success factors beyond the iron triangle. This is because capital assets are essential in the development of suitable academic environments for teaching, learning and research in order to achieve the objectives of the institutions.

The Delphi technique as consensus-building tool can be used as a stand-alone tool for data collec... more The Delphi technique as consensus-building tool can be used as a stand-alone tool for data collection if the participants in the exercise are also the ones to use the results, or the purpose of the data collection is to address a generic question. Otherwise, the tool should be used along with others; a focus group session has been found to be a suitable complementary tool. This research reports the development of key performance indicators using the Delphi technique and the results being ratified in a focus group session. The finding reveals that the focus group members validated the developed indicators, but they rearranged the order of priority of some of the indicators. This confirms that complementing the result from a Delphi exercise with another tool helps to produce more refined results for ease of application.

The Delphi technique as a research method for achieving consensus of opinion of participants, is ... more The Delphi technique as a research method for achieving consensus of opinion of participants, is sometimes seen as a less reliable research method. This is because the participants do change their opinions from one round of the exercise to the other. Instead of seeing this as weakness, it is actually viewed as the strength of the technique. The controlled feedbacks allow participants to view their individual submissions in the light of the insight of the whole group. The Delphi technique is virtually the only research method that allows participants to interact with the opinions of each others, without coercion, adjust one's position where necessary and yet retain anonymity. The thoughtful selection of participants and effective communication throughout the exercise ensures that the outcome of the exercise is truly a consensus opinion of the group that can offer an appropriate solution to the research question. The participants for the Delphi exercise, being reported, were chosen from the strategic and tactical levels of leadership of the client, end-user and the service provider. Although participants changed their opinions from one round to the other, the net result showed a more refined selection of appropriate Key Performance Indicators, without evidence of complicity or coercion.

Many manufacturing industries formulate strategic business plans, sometimes, with little or no in... more Many manufacturing industries formulate strategic business plans, sometimes, with little or no input from the maintenance department. However, where a maintenance department is fully recognised, the performance of the department determines how the operations of the unit are aligned towards achieving the strategic objectives of the industry. The single site case study method of qualitative research was adopted. Two interrelated approaches were used for data collection. First, a quantitative survey of responses from selected strategic, tactical, and operational leaders from the maintenance, production, and quality assurance department. The analysis revealed that the performance and operations of the maintenance department were not positively aligned towards achieving the strategic objectives of the industry. Secondly, a focus group session was conducted for the operatives of the maintenance department to discuss the survey outcome, identify problems and develop performance improvement strategies, to be monitored every three months. The outcome of this research provides objective information, which enables the maintenance department to continuously appraise their performance and align it towards achieving the strategic objectives of the manufacturing industries.

However, achieving these ideals depend largely on the reliability of the machines in the production line. Therefore, it is necessary to explore the impact of machine reliability on production and profiability in a manufacturing industry by analysing and interpreting the operational information in the computerised maintenance management system (CMMS) database.This research adopted the principle of action research, involving a two-year longitudinal analysis of the operational information in the database of the machines in the production line of Adcock Ingram Critical Care (AICC) and benchmarking the same with that of Adcock Ingram Health Care (AIHC), a similar pharmaceutical industry. It focused on how AIHC used the factors of total breakdowns, total down time, mean time between failure (MTBF) and the mean time to repair (MTTR) to improve on the reliability of machines in their production network. The analysis was complemented with interviews of participants from interrelated units of the same industry. The findings revealed that in all the areas of measurement in 2017, the machines in the production line of AICC performed below the benchmark of AIHC. However, in 2018, there were appreciable improvements, due to the practice of preventive maintenance. Therefore, the introduction of appropriate CMMS in maintenance operations, including the detailed analysis of operational information and benchmarking, provides a useful learning curve to improve on the reliability of machines in the production line of manufacturing industries.

Germline-soma-to-oocyte communication by numerous transzonal nanotubes (TZTs) reminds whether intercellular mitochondrial transfer is associated with maternal inheritance. Here, we found that mouse oocytes egocentrically receive mitochondria via TZTs, which projected from germline-soma, to achieve 105 copies, instead of de novo synthesis of mtDNA subpopulation in growing oocytes. De novo assembled TZTs amongst germline-soma and oocytes accumulated mtDNA amounts of the oocytes in vitro. However, mitochondrial supplement from germline-soma gradually diminished along with oocyte growth and was terminated by meiosis resumption, in line with a decrease in the proportion of germline-soma with thriving mtDNA replication and FSH capture capability. The multiple-site case-study method of qualitative research was adopted, involving five universities benefiting from the infrastructure funding provided by a government agency in Nigeria.
