This chapter examines Marxist theory’s understanding of capitalism as an historically particular ... more This chapter examines Marxist theory’s understanding of capitalism as an historically particular way of organizing social life and how Marxism can shed light on complex social relationships through which human beings produce and reproduce their social relations, the natural world, and themselves. It argues that the kind of social organization envisioned by Marxists has political, cultural, and economic dimensions that must be viewed as a dynamic ensemble of social relations not necessarily contained within the territorial boundaries of nation-states. The chapter first provides an overview of historical materialism and the meaning of dialectical theory, with particular emphasis on Karl Marx’s critique of capitalism and the Marxist tradition’s theorizing of imperialism, before discussing Western Marxism and Antonio Gramsci’s theory of hegemony. The sharp recession of 1979, which Paul Volcker and the Federal Reserve Board inflicted upon work... more The sharp recession of 1979, which Paul Volcker and the Federal Reserve Board inflicted upon working Americans in order to ‘squeeze inflation out of the economy ’and protect the interests of the investor class, may, in retrospect, be seen as the first indication that volcanic processes were about to rearrange the landscape of the US political economy and its relations with the world economy (Greider 1987, 75‘123; Wachtel 1990, 132‘6). The subterranean transformations that, since the mid-1960s, had been restructuring the postwar national and international historic bloc — the alliances of classes, ideas and institutions governing the US-led world economy — erupted in 1979. Since 1979, they have destabilized the conditions of life for many Americans. Both blue-collar and white-collar workers have been rocked by waves of corporate restructuring, mass layoffs and plant closures, aggressive concessionary bargaining and union-busting, and increasing use of temporary and contingent forms of work, all set against a backdrop of a mythical (or at least ‘mythic#x2019;) process of ‘globalization ’that was just real enough to enable employers to make widespread use of the threat to relocate jobs if workers failed to be sufficiently responsive to the putative imperatives of global competition.
Notoriously slippery and expansive, potentially encompassing almost everything under the sun, int... more Notoriously slippery and expansive, potentially encompassing almost everything under the sun, interrelating apparently disparate elements into wholes so complex, multi-dimensional, and open-ended as to defy presumptive encapsulation in terms of particular theories or perspectives, the study of globalisation is less a sub-field than an overdetermined meta-field. Even for scholars much more accomplished than I, to write an overview article which pretends to anything like comprehensiveness must be to flirt with hubris and delusion, an almost megalomaniacal enterprise akin perhaps to setting out to conquer the world, doomed from the outset to failure if not utter catastrophe. As the United States was sinking deeper into an unwinnable war in Vietnam, Senator George Aiken of Vermont advised that Uncle Sam should declare victory and go home. Confronting the unconquerable field of globalisation studies, I will adopt the converse strategy: declare defeat and proceed. Surrendering at the outset any pretence of mastery, I will attempt no seemingly comprehensive or complete god’s-eye view. Rather, I set for myself the more modest goal of reflecting on some of the more significant lessons which I have learned from my engagement with globalisation studies over the last decade or so. My discussion here is inevitably limited, partial and perspective-bound, situated at particular intersections of a variety of social and intellectual axes on which others will be differently positioned. Others will surely have learned different things from their own engagements with various aspects of our meta-field. Rather than imagine that my lessons must also be everyone else’s, I invite readers to contemplate the ways in which our process of critical engagement might intersect, overlap or converge as well as diverge. I offer this article not as a summation of the field, but as the expression of hope that through dialogue differences can be bridged, solidarities constructed, and learning shared as we begin to make a common history. Here (as elsewhere) I take as my guide the Italian political thinker Antonio Gramsci who acknowledged that no simple, universal, or mechanical model could capture the myriad relations and processes through which concretely situated social actors produce themselves and their world. During the postwar decades, industrial workers in the USA were incorporated into a broad ‘middle ... more During the postwar decades, industrial workers in the USA were incorporated into a broad ‘middle class’, and thereby also brought into an historic bloc which promoted the transnational hegemony of liberal capitalism while seeking to contain the putative menace of expansionist Communism. Now, as capitalism becomes more fully transnational and the Fordist class accommodation is under attack by the state and corporate capital, American industrial workers find themselves largely disempowered and under severe economic pressures. Political ideologies appropriate to an era of Fordist prosperity and Cold War certainties may now begin to appear increasingly anachronistic.

Is the quarrel between metropolitan and colonial bourgeoisies as socially and historically fundamental as the struggle between exploiters and direct producers? On all of this hinges the question of the ‘central contradiction’ in colonial societies and its theoretical and empirical status. We may see the use of labour legislation as a case in point. Mukherjee mentions that the colonial authorities sought to hamper Indian industrialisation by enacting labour legislation, thus inhibiting the comparative advantage of lower labour costs. He notes bitterly that labour protection was ‘of course’ the last thing that was likely to aid India in its industrialisation; and he concedes, in a footnote, that nationalists since the nineteenth century, like capitalists in the twentieth, had opposed such legislation (pp. 1756). The Left, ultraor otherwise, should support protective legislation to better the work conditions of the workers. To avoid denouncing this ‘negative’ aspect of capitalists/nationalists, at least until the nation has achieved statehood or has attained industrialisation, or has become competitive in the world market, etc., seems a rather selfdefeating strategy. To conclude, Mukherjee has demonstrated that the Indian bourgeoisie’s behaviour cannot be described simply as ‘pro-imperialist’; but I remain unconvinced that this was so because of an identity of interests of bourgeoisie and other classes, as opposed to simply being due to pure class interest on the part of the bourgeoisie. And the recipe for the Left strikes me as implausible. Empirically, this book remains a rich source of information on very important issues. Analytically, its claims are highly debatable and not very convincing.

A Gramscian-inflected historical materialism enables an understanding of globalising capitalism, its relations of power and structures of governance, as the product of struggles-at once material and ideological-among concretely situated social agents. When viewed in terms of a dialectical reading of Gramsci, these struggles may be seen as reassertions of situated knowledges and process-based understandings of social reality, antithetical to the abstract individualism residing in capitalism's core, and embodying possibilities for critical engagement, dialogue, and transformative politics in an era of globalising capitalism.
