Active participation and effective leadership are two accepted substantial objects of a well-func... more Active participation and effective leadership are two accepted substantial objects of a well-functioning local government, without those ingredients, governance of local government intuitions cannot be contented to its founding purpose. Bangladesh, an emerging South Asian economic tiger, has achieved some exemplary development within short time in many fields, is still struggling to establish a strong and vibrant local government. There are several barriers identified beyond this such as colonial legacy in the governance, extreme controlling by the central government, weak participatory mechanism, poor finance etc. With the study of union parishad, the lowest tier of rural local government, this paper aims to illustrate the actual pattern of elected representative's participation and the nature of leadership in the local government institution in Bangladesh. This is an exploratory study where multiple data collection tools are applied for collecting data from 77 elected members of 11 UPs of Kishoreganj Sadar Upazila. Major findings revealed that a significant amount of elected member does not have minimum knowledge about the laws and they do not have the proper understanding on management before entering their role. Moreover, patriarchy attitude is found as obstruction in the case of women's active participation as body member. Finally, this paper provided some policy suggestions how this problems can be resolved.

It makes government process more accountable, responsive and transparent. On the other hand, Good governance means participation, transparency and accountability in administration. E-Governance and Good Governance are interrelated issue in the process of Public Administration. This study aims to explore the overall view of e-Governance, Good Governance and their relationship. In order to clarify of this study; It has taken Divisional Comptroller of Accounts office at Charadigirpar, Sylhet, Bangladesh as the study field. Data has been collected from the officials and services recipients as well as different e-governance related articles, research findings etc. help us to prepare this paper.

It is a holistic concept. It is multi-dimensional approach and it covers social, political, and economic aspects. Of all these facets of women’s development, social and economic empowerment is of utmost significance in order to achieve a lasting and sustainable development of society. This study focused the NGO's perception of women empowerment as well as to assess the role of NGOs towards women empowerment. The NGOs are supporting the rural women with micro credit. It understood that no development can be possible without women development.Therefore, The findings of the study show that before getting membership of the NGOs, 4% women were involved in the business activities in the studied area; 34% was not involved; 62% women was not any idea. Ensuring justice for all is a long cherished dream yet hangs on hope in the most developing count... more Ensuring justice for all is a long cherished dream yet hangs on hope in the most developing countries like Bangladesh. Majority of the people are living at villages in Bangladesh. They are not in great touch with formal justice system because of their poor economic and social condition. The objective of the introducing of the Village Courts in Bangladesh was to ensure justice locally without having undue deferrals and inflated costs of the formal court processes. At present, village court is the only legal institution which exists to the doorstep of the rural poor people for the privilege of justice. This study focuses on recognizing the problems and prospects of Village Court in Bangladesh and provides a comprehensive way out to strengthen Village Court. Numerous problems severely circumscribed the Village Court system from realism such as lack of proper training and manpower, corruption, biasness, interruption of local politicians etc. This study has been prepared with the help of secondary data. Besides this, different academic views have been combined for a comprehensive reform approach that will be provided remedies of the current problems of Village Court. Contribution/ Originality: This study contributes to the related literature of informal judiciary system chiefly to "Village Court" which is the only doorway option of access to justice for the rural poorer in Bangladesh by determining the strengths, prospects and by offering a comprehensive way out of existing weaknesses. 1. INTRODUCTION Access to justice and the protection of law on the basis of equality are the two fundamental rights guaranteed by the supreme law of the land, the constitution of the people"s republic of Bangladesh in the listed articles 31, 33(1), 35(3) respectively 1 .UNDP has defined access to justice as the "ability of people from disadvantaged groups to 1 Article 31 states "To enjoy the protection of the law, and to be treated in accordance with law, and only in accordance with law, is the inalienable right of every citizen, wherever he may be, and of every other person for the time being within Bangladesh, and in particular no action detrimental to the life, liberty, body, reputation or property of any person shall be taken except in accordance with law. Article 33(1) No person who is arrested shall be detained in custody without being informed, as soon as may not be, of the grounds for such arrest, nor shall he be denied the right to consult and be defended by a legal practitioner of his choice.

Looking at two study areas and two NGOs (the Friends in Village Development Bangladesh (FIVDB) and Nari Uddug Kendra (NUK)), the results of the case study show that these two NGOs have helped women with economic empowerment, but that progress with women’s overall empowerment has been limited.

Bangladesh's geographic location and geo-morphological conditions have made the country one of th... more Bangladesh's geographic location and geo-morphological conditions have made the country one of the most vulnerable to weather and climate induced changes. Bangladesh is a land of wetlands, which occupy around 50 percent of the country. Wetlands play a crucial role in maintaining the ecological balance of ecosystems, but wetland habitats of Bangladesh are under constant threats due to climate induced changes and anthropogenic activities. Climate change is causing a rise in sea levels, which already now put wetlands at risk of excessive calamities. Seasonal irregularities and extremes are the main threats to the wetland ecosystem. Anyway, there are important gender perspectives in all aspects of climate change. Women make up a large number of the poor in communities that are highly dependent on local natural resources for their livelihood and are disproportionately vulnerable to and affected by climate change. Moreover, women's limited access to resources and decision-making processes increases their vulnerability to climate change.
