To this end, we analyzed a series of the World Economic Forum’s COVID-19 response reports through text mining and network analysis. These reports, written by experts in diverse fields, discuss multidimensional changes in socioeconomic situations, various problems created by those changes, and strategies to respond to national crises. Based on 3897 refined words drawn from a morphological analysis of 26 reports (as of the end of 2020), this study analyzes the frequency of words, the relationships among words, the importance of specific documents, and the connection centrality through text mining. In addition, the network analysis helps develop strategies for a sustainable response to and the management of national crises through identifying clusters of words with similar structural equivalence.

The paper discusses the concept and characteristics of platform and reviews the factors by which firms migrate to platform. Social service e-vouchers are an example of a government platform that pays e-vouchers to consumers and gives them the choice of services. Then it analyzes the case of platform establishment to deliver social services. The demand on welfare services has changed with demographic structure. The change in demand requires innovation in the social service delivery system and adoption of strategies to move to the platform. Factors that enabled the social service delivery platform to build both demand and supply sides include access to employment policies, industrial connection, workforce training, and requirements for social service eligibilities.

It is hypothesized that the influence of negative parenting on online and offline juvenile delinquency is mediated through smartphone dependency and personal emotional problems. In addition, the study hypothesizes that participation in cultural activities soothes the influence. Using SPSS 22.0 and AMOS 20.0 programs, we conducted a confirmatory factor analysis, a multi-mediation analysis, and a cross-group comparative analysis. The analyses found the significant mediation effect of smart phone dependence and personal emotional problems on the relationship between negative parenting and juvenile delinquiency. Participation in cultural activities overall weakens the hypothesized effects.

In Korea, where housework and childcare have long been considered the province of women, female employees find it more difficult to balance office work and family life. The Korean corporate climate welcomes overtime work, and women who work outside the home must juggle this and family responsibilities. This study used data from an online questionnaire survey of public employees in Ghana and examine... more This study used data from an online questionnaire survey of public employees in Ghana and examined the relationship between emotional labor (surface acting and deep acting) and burnout (emotional exhaustion), as well as the moderating-mediating effects of social media use on that relationship. Surface acting has been found to be a stronger predictor of burnout than deep acting. Social media use reinforces the influence of surface acting on burnout but does not moderate the relationship between deep acting and burnout. Social media use mediates the relationship between deep acting and burnout, whereas a mediation effect is not found between surface acting and burnout. These findings suggest that public agencies should develop strategies to decrease stress arising from emotional labor and understand the relationship between emotional labor and social media use.

To that end, it examines the influence of e-government service maturity on corruption control considering international-level political, economic, and cultural differences. The path analysis on the relationships among various global indicators reveals that e-government service maturity contributes to controlling corruption, and national culture moderates the anti-corruption effect of e-government. Crosscountry disparities in political, economic, and cultural conditions influence the variation in the impact of e-government on corruption control. While convincing evidence that affluent democracies can control corruption more effectively than other countries is presented, an examination of cultural moderation finds that national cultures characterized as having unequal power distribution and uncertainty avoidance have a decreased anti-corruption effect of e-government.

This new initiative for public sector innovation encourages citizen-government collaboration and collective intelligence, thereby improving the quality of policy-making and implementation and solving public problems in a new way. However, the national initiative that identifies collective intelligence and citizen-government collaboration alike fails to understand what the wisdom of crowds genuinely means. Collective intelligence is not a magic bullet to solve public problems, which are called "wicked problems". Collective deliberation over public issues often brings pain and patience, rather than fun and joy. It is not so easy that the public finds the best solution for soothing public problems through collective deliberation. The Government 3.0 initiative does not pay much attention to difficulties in gathering scattered wisdom, but rather highlights uncertain opportunities created by collective interactions and communications. This study deeply discusses the weaknesses in the logic of, and approach to, collective intelligence underlying the Government 3.0 initiative in Korea and the overall influence of the national initiative on participatory democracy.

It argues that a concept of smart city should be more than the use of information technologies in local governments. The study and analysis of cities today requires a multidimensional and multifaceted concept and, therefore, multiple components. Some of these components are (1) public services, (2) city administration and management, (3) policies and other institutional arrangements, (4) governance and collaboration, (5) human capital and creativity, (6) knowledge economy and pro-business environment, (7) built environment and city infrastructure, (8) natural environment and ecological sustainability, (9) ICT and other technologies, and (10) data and information. In addition, the authors refer to smartness as public sector innovation in urban contexts. A comprehensive view of a smart city should encompass government innovation in management and policy as well as technology and must acknowledge how the context of a city shapes the data and the technological, organizational, and policy aspects of a specific initiative. The chapter also briefly describes the content and the target audience of this book.

The first is in the form of the development of a comprehensive conceptualization of smart city as a resource for researchers and government practition- ers; the second is in the form of the creation of a bridge between smart cities research and practice expertise. City governments increasingly need innovative arrangements to solve a variety of technical, physical, and social problems. "Smart city" could be used to represent efforts that in many ways describe a vision of a city, but there is little clarity about this new concept. This paper proposes a comprehensive conceptualization of smart city, including its main components and several specific elements. Academic literature is used to create a robust framework, while a review of practical tools is used to identify specific elements or aspects not treated in the academic studies, but essential to create an integrative and comprehensive conceptualization of smart city. The paper also provides policy implications and suggests areas for future research in this topic.

The connotation of a smart city represents city innovation in management and policy as well as technology. Since the unique context of each city shapes the technological, organizational and policy aspects of that city, a smart city can be considered a contextualized interplay among technological innovation, managerial and organizational innovation, and policy innovation. However, only little research discusses innovation in management and policy while the literature of technology innovation is abundant. This paper aims to fill the research gap by building a comprehensive framework to view the smart city movement as innovation comprised of technology, management and policy. We also discuss inevitable risks from innovation, strategies to innovate while avoiding risks, and contexts underlying innovation and risks.

The connotation of a smart city represents city innovation in management and policy as well as technology. Since the unique context of each city shapes the technological, organizational and policy aspects of that city, a smart city can be considered a contextualized interplay among technological innovation, managerial and organizational innovation, and policy innovation. However, only little research discusses innovation in management and policy while the literature of technology innovation is abundant. This paper aims to fill the research gap by building a comprehensive framework to view the smart city movement as innovation comprised of technology, management and policy. We also discuss inevitable risks from innovation, strategies to innovate while avoiding risks, and contexts underlying innovation and risks.

A set of the common multidimensional components underlying the smart city concept and the core factors for a successful smart city initiative is identified by exploring current working definitions of smart city and a diversity of various conceptual relatives similar to smart city. The paper offers strategic principles aligning to the three main dimensions (technology, people, and institutions) of smart city: integration of infrastructures and technology-mediated services, social learning for strengthening human infrastructure, and governance for institutional improvement and citizen engagement.
This study presents the first results of an analysis primarily based on semi-structured interview... more This study presents the first results of an analysis primarily based on semi-structured interviews with government officials and managers who are responsible for smart city initiatives in four North American cities-Philadelphia and Seattle in the United States, Quebec City in Canada, and Mexico City in Mexico. With the reference to the Smart City Initiatives Framework that we suggested in our previous research, this study aims to build a new understanding of smart city initiatives. Main findings are categorized into eight aspects including technology, management and organization, policy context, governance, people and communities, economy, built infrastructure, and natural environment.

A key component of e-government initiatives is the ability of multiple government and nongovernment organizations to share and integrate information across their traditional organizational boundaries. E-Government interoperability represents a set of multidimensional, complementary, and dynamic capabilities needed among these networks of organizations in order to achieve successful information sharing. However, this view is complex and provides both researchers and practitioners with the challenge of understanding and developing multiple and very diverse interoperability capabilities.
