I say that as the Command & Conquer series is also set in an alternate Earth setting where technology is a few decades more advanced than in real life.

You may have it confused with Red Alert. Red Alert 1 and Command & Conquer are the same timeline. Red Alert 2 and 3 are an alternate timeline where Albert Einstein went back in time to prevent world war 2. It is in the design documents of RA2 to be the backdrop story of RA2 but was cut from the actual storytelling of the game, though it's referenced in RA3, making it still canon.

Where's the part about time travel

Ace Combat is set in an alternate universe Earth called Strangereal. The primary source of conflict stems from two events: a country called Belka trying to invade and take territory from everybody around them WWII Germany style in 1995 and an Asteroid impact event in 1998. The main continent projected to be impacted by the Asteroid's fragments (as the main body broke up once entering the Earth's Roche limit) has succesfully commissioned the construction of a superweapon called Stonehenge which is a network of railguns designed to shoot down the asteroid fragments. Stonehenge succeeded in saving the planet, though a number of fragments still impacted all over the world, leading to a lot of political turmoil and numerous nations dealing with a refugee crisis. These post-disaster events would be the source of conflict for numerous titles in the Ace Combat series, as well as Belka being very bitter and sore losers after their loss in the Belkan war.
