There is a link to Milennium, and no, using it is NOT a violation of TOS, in any regard, I highly doubt Valve would link to it if it were indeed that way, they merely give you a standard warning about third party software in general— corporate jargon in the end but its reliable and ethical to include here.
The specific theme you'd want via Milennium is "Metro by Rose" while it is not a perfect recreation, it comes pretty dang close, I dont personally use it, but I do like it as someone who used to use Metro back in the day when steam skins werw still around.

So it can be said that skinning for Steam is officially dead.
