Jugaad, a North Indian colloquial word for workaround techniques, is a significant term to consid... more Jugaad, a North Indian colloquial word for workaround techniques, is a significant term to consider as we set about understanding Indian neoliberalism and resource-access mechanisms in the Global South. Instantly the word should invoke in our minds the image of the impoverished and frugal tinker/tailor working on their tools to carve out a makeover of fresh value by mangling and appending on the original. This is an affective event as the tinker/tailor reacts to their prima facie and unemotional encounter with the "original" idea. It reveals, for sure, differences posed by capitalist realities that separate the original from the rest, the formal from the "informal." Jugaad, in fact, disfigures capitalist norms. It entails practices that are outside and within capital and authoritarian systems. It challenges the image of the "original" and dismantles the boundaries between intellectual and manual labor. The jugaad image is affect per se -an original and a non-representational event caught in a phase of transition. It moves away from an organized and all-sorted out form toward complex assemblages that lack any semblance of equilibrium. It is a form deriving from no concrete ideology. Most importantly, it has been shaping itself as a technology that has stepped out of linear-global time to challenge given structures of power.

It is time again for the most abiding mammoth floods. In Assam, monsoons are soon getting underway and have we made headway since last year? No sooner would the rivers distend to break all barriers and in a surge would start devouring humans, animals and villages alike. Indeed, so uninhibitedly have the floods seeped into our cultures that we have often looked at the damage induced as sort of ineluctable from our lived (unlived) realities. And why not, it would certainly not be an exaggeration to posit overlooking as an integral activity of the monsoon culture in Assam every year.
