Before you can stream music to another PC, you first need to properly configure this one. It seems that the product is design to work especially with Android device, so in your case, you should download and install on your second PC (the receiver) a virtual machine program like VMWare Player. After you did this, visit the following website in order to download the package that was created by the developer specially for cases like this. After you installed the virtual machine and emulated the package, you can start the server from your first computer and follow the same steps for connecting to the server that you did with your other devices (Android phone and tablet). I'm trying to develop a cross-platform audio broadcasting server for Windows and Linux. The Linux server seems easy enough to code, using the ALSA or PulseAudio APIs, and multicasting over RTP. I don't have much knowledge of the Windows sound architecture, though, having never worked very extensively with Windows. Are there any cross-platform tools I could use?

There is no information about the tools used to create the server, but I have downloaded the package and extracted. To see exactly what codecs and other libraries are used, open license.txt, opus_license.txt, and readerwriterqueue_license.txt. You will find all the necessary information contained within those files.
