If you mean this actual screenshot, then no, sorry. There's no actual Personatsu game, much as I wish there were. :(

However, this character itself comes from an actual game called Morenatsu. It's a visual novel (Kinda like a book with visuals and audio to come with it) where you play as a guy who came back to his hometown after 5 years to try and reconnect with the place and with old friends. This bear is one of your potential love interests.
