it means stoned, the effects after smoking weed, in that sentence im saying he's having a natural high which can give you the feeling like you smoked weed (to a certain extent) but its from doing something you love, gets you excited, be with someone, getting your adrenaline pumping (like those rollercoaster junkies [people you loves to ride rollercoasters, or anything like rollercoasters]) etc...

im like that with my cousin, being too happy when im around her but we have so much fun so its hard not to :P
