Puppet is a girl. She doesn't have boobs cuz she's part bird and dragon along with being a cat so she didn't inherit the boobies of a mammal.

Kayo added the background after the picture was done so I don't believe she meant for Puppet to look wet though her coloring style in this one is way different than her usual. I think she was trying to make the length and shine of Puppet's fur stand out XD
