Auf dem Hintergrund des Paradigmenwandels in der Entwicklungstheorie und Entwicklungspolitik unte... more Auf dem Hintergrund des Paradigmenwandels in der Entwicklungstheorie und Entwicklungspolitik untersucht der Autor die gegenwaertigen Perspektiven von Partizipation und Entwicklungsplanung, insbesondere im Bereich der Stadtentwicklung. Seine Darstellung umfasst die Modelle von Partizipation und Entscheidungsfindung, das Verhaeltnis von Frauen und Partizipation, die politische Dimension der Partizipation, die Klassenbildung, bestehende Hindernisse auf dem Weg zur Partizipation, die Buergerbeteiligung in Stadtentwicklung und -planung sowie die Stufen des Planungsprozesses. Im letzten Teil seines Beitrages berichtet der Autor von einigen Beteiligungsprojekten aus der Entwicklungsplanung in Asien, die sich z.B. auf folgende Bereiche beziehen: Umwelt, oekonomische Entwicklung, Slumsanierung, Gesundheit und nachbarschaftliche Organisationen. Der vorliegende Beitrag beschreibt die Rolle von Finanzgruppen bei der Gruendung einer Frauenkoop... more Der vorliegende Beitrag beschreibt die Rolle von Finanzgruppen bei der Gruendung einer Frauenkooperative in Indien. Der Ansatz 'Zuerst Sparen und dann einen Kredit vergeben' ist unter indischen Kredit-und Spargruppen mittlerweile weitverbreitet, vor allem unter denen, die durch SEWA (Self-employed Women Organization) gefoerdert werden. Die Gruendung von Spar- und Kreditgruppen und deren Verbindung zu Banken spielt eine Schluesselrolle bei Entwicklungsprojekten. Die Autoren zeigen, dass diese Gruppen, wenn sie ihre originaeren Aufgaben beendet haben, sich zu einem Instrumentarium fuer andere Ziele verwandeln koennen. In einem Ansatz, der von dem 'Hope-Project', einer nichtstaatlichen Organisation in Hazrat Nizamuddin Basti, Neu-Delhi, stammt, sollen Spar- und Kreditgruppen Vertrauen und eine gemeinsame Verantwortung unter muslimischen Frauen in deren Gemeinde schaffen. This detailed history of a pawnshop company and its chairman in Saint Petersburg (Russia) is part... more This detailed history of a pawnshop company and its chairman in Saint Petersburg (Russia) is part of a research project titled 'The Role of Pawnshops in the Life Strategies of Low-Income Households', financed by the Volkswagen-Foundation. 2 The researched institution named Ob'jedinionnyj Lombard (United Lombard) is a successful pawnshop company in Saint Petersburg covering a market share of somewhere between 35% and 50%. In addition to pawnbroking it runs a buy-and-sell shop named Ob'jedinonnyj Torgovyj Dom (United Trading House) and has ambitions to expand its business abroad. In addition to its own pawnshop service, the firm offers franchising to other pawnshops in Russia and developed particular computer programs for this business. The chairman of this firm, Nikolaj Bobrov, a former military officer, and his associates in the firm's management are entrepreneurs of modern type, who took the chance of liberation of the Russian economy. However, the management has to always reflect upon the politico-economic conditions in Russia in their decision-making. These make business a risky venture and set narrow limits to future planning. To have a lobby for their interest, Bobrov and colleagues engendered the Interregional 1 "Let's Go" is the slogan of the pawnshop company in Saint Petersburg. The advertisement material produces an analogy between the starting of a rocket and the company's takeoff .
