This study, conducted through qualitative methods and based on the analysis of the water manageme... more This study, conducted through qualitative methods and based on the analysis of the water management problem from the perspective of experts, addresses the pressing water crisis in Mexico, with a specific focus on Guanajuato. The convergence of diverse actors and opinions highlights challenges in sanitation, distribution, and access to water resources. The conclusion emphasizes the need for collaborative, cross-level efforts involving the federal government, states, localities, and stakeholders. Sustained management, dynamic actor collaborations, effective water reuse strategies, and heightened awareness are proposed solutions. Recognizing the sociopolitical-environmental dimensions, the study calls for regionalized solutions, tailored policies, and increased education. The urgency of investing in resources for a sustainable water future is stressed, acknowledging the undeniable existence of the crisis with less-than-optimistic predictions for Mexico, including Guanajuato.

More than the existence of a problem related to the physical environment, conflict reveals the existence of a situation that has been designated as a public problem by a specific group, and even by the magnitude of its impacts is designated as a wicked problem. This article seeks to answer a first question: How do coalitions-involved in a conflict-affect the trajectory of public policies? The objective is to propose a framework for reflection, based on the analysis of conflict as a factor of change in the trajectory of public policy; and its methodological recognition as a creator of coalitions that sustain, transform and feed different phases of the policy process. This paper proposes three moments of theoretical reflection: 1. Conflict within the trajectory of public policy; 2. The change in public policy; and 3. Conflict and the Advocacy Coalition Framework (ACF).

En México, a nivel federal y local, iniciativas de ley han emergido con el n de modernizar la gestión del agua, pero sobre todo de responder a los retos impuestos por el acceso y el uso de los recursos hídricos. Consecuentemente, una serie de reformas normativas se ha llevado a cabo para la elaboración de instrumentos de política pública a nes. Es, con estos instrumentos, que México está llamado a responder efectivamente a los compromisos asumidos a nivel internacional pero sobre todo a las necesidades de acceso y uso de agua de la población mexicana. In Mexico, at the federal and local levels, legislative initiatives have emerged in order to modernize water management and above all, to respond to the challenges imposed by the access and use of water resources. As a result, a series of policy reforms has been carried out to develop public related policy instruments. With these instruments, Mexico is being called upon to respond e ectively to the commitments made at the international level, but especially to needs related to the access and use of water for the Mexican population.

The world has witnessed a redefinition in the development schemes, one where planetary limits exi... more The world has witnessed a redefinition in the development schemes, one where planetary limits exist, and where the mechanisms of action and participation must consider multilevel governance. Given this, the Sustainable Development Goals (SDGs) combine four main ideas: 1) Do not leave anyone behind, that is, reinforce the goals and strategies that were in place since the Millennium Development Goals (MDG), 2) Define the bases , from a set of rights and services that must be guaranteed, 3) Take into consideration the limits imposed by nature, and the capacity of available technologies, and 4) Strengthen applied public capacities and rely on open institutions. Thus, several spaces have taken actions to strengthen the innovations undertaken by the public sector, such is the case of the United Nations Forum for the Public Sector. In particular, Goal 16 of the 2030 Agenda promotes the existence of peaceful societies for sustainable development, the provision of access to justice for all, ...
