Scarfolk is a town in North West England that did not progress beyond 1979. Instead, the entire decade of the 1970s loops ad infinitum. Here in Scarfolk, pagan rituals blend seamlessly with science; hauntology is a compulsory subject at school, and everyone must be in bed by 8pm because they are perpetually running a slight fever. Real English Wine (Magazine Ad)
The government strongly promoted the ‘Buy British’ message in the 1970s. It was so keen to prove the scientific superiority of British products that large-scale experiments were commissioned.
Scarfolk University, for example, was given four million pounds to develop a computer that could record the brainwaves of hundreds of Real English Wine drinkers and then convert those brainwaves into sounds and images.
Scientists (and advertising agency executives who planned to exploit the results) predicted the result would produce “a wide variety of positive images, including majestic British landscapes accompanied by the sounds of waves and music as beautiful as anything written by maestros such Sir Edward Elgar or Cliff Richard”.
In actual fact, all the subjects’ brains produced exactly the same image: An electrified cage containing a baby monkey whose mind had been destroyed by medical experiments, systematic torture and the jarring sound of a toy mechanical bear mercilessly beating a drum 24 hours a day.
Despite this apparent setback, the Real English Wine committee ran with this image in their advertising campaigns. The wine sold well in Scarfolk, simply by virtue of being British, as did a spin-off ‘soft-toy’ monkey, which wasn’t actually a soft-toy at all, but a real dead monkey.

Albion Estate Sign (1970)
Albion Estate was built in 1970. It was described as "strong and stable public housing that proudly secures our future and makes Britain the envy of the world."
It was demolished in 1972.
The sign above, and the section of outdoor lavatory wall it sits on, is all that remains of Albion Estate.

The Campaign for Real British Crime (CRBC)
When immigrants began moving to Scarfolk in the mid-1970s, many local criminals worried that foreign offenders would threaten their livelihoods. They formed an organisation called the Campaign for Real British Crime (CRBC), which fought for the rights of UK born criminals. The CRBC demanded that the police prioritise investigations in favour of offences committed by British lawbreakers, for whom they also tried to ensure more convictions and longer prison terms.
Campaigners for Real British Crime also attempted to reintroduce and encourage traditional, archaic crimes, some of which had not been committed in Britain for many years; for example, conspiring with a neighbour's goose while intoxicated, handling rhubarb and voles in suspicious circumstances, invoking demons while wearing a toupee, and committing crimes abroad when they can be carried out just as successfully at home.

The Economy & Currency Fly-Tipping (1970s)
When the pound's value suddenly plummeted in 1972 to its lowest in 170 years and became virtually worthless, people started throwing out all their money. Piles of discarded coins and banknotes littered the streets. Scarfolk's binmen were so overwhelmed that they went on strike, demanding a £4 pay rise.
Despite campaigns to stop currency fly-tipping (see above and below), the government, unable to cope with the mountains of useless sterling, created an ingenious scheme: It advised citizens to hold on to their money and use it instead to trade for basic items such as food and shelter. It even suggested that interim emergency values be attributed to the useless cash. The recommended value for a five pence piece, for example, was five pence.
The only way Britons could earn real money was by making tea and biscuits which were rushed in mass flotillas of little ships to the continent - evoking the evacuation of Dunkirk - where they were sold to Europeans on their tea breaks.

Christian Values
Governments have always invoked religion to deflect criticism away from or justify questionable political agendas. Not unlike terrorists.
In the 1970s, the British government frequently cited so-called 'Christian Values' around Christmas and Easter time. Taking its cue from the Bible, the government knew that belief in an all-powerful authority, whose actions cannot be questioned, is a formidable tool of control.
The prime minister would, before the proposal of dubious bills or changes in policy, aggressively promote trust in the state as a virtue not dissimilar to religious faith. By the end of the decade, ideas of political and religious authority became so entwined that anyone who questioned or opposed the ruling party faced Biblical-style punishments.
Academics and experts in particular were branded as 'extremists' (and later as 'fact witches') for producing any evidence that contradicted government policies. In 1978 a 4 year old 'dissident heretic' was crucified in Scarfolk town square for highlighting glaring errors in the government's annual budget, which she did with the help of a Fisher-Price junior calculator she had received for her birthday.

NHS Health Warning Poster (1978)
In 1978 the Notional Health Service was struggling to cope with its lack of funds. Overspending was unavoidable and the threat of closure was ever present. However, Scarfolk Council's department for health and knitting hit upon a simple method to radically reduce spending.
Firstly, taking its lead from a household insurance policy, the council recategorised many serious (thus expensive) illnesses as ineligible for treatment. Cases were dismissed due to "general wear and tear" or "acts of god", and the council even went as far as to recommend that patients with serious physical ailments "contact the manufacturer for further assistance". Secondly, the spread of disease in hospitals was cut by 90% by removing and prohibiting sick patients.
Patients with cheaper, non-threatening conditions were admitted to NHS hospitals, but only if they understood that they might share a bed with up to 9 other patients and/or a startup business that had rented the bed as office space. Patients were also subjected to virtually costless placebo trials. In fact, all treatments in 1979 were placebos consisting of either sherbert infusions (the town mayor was a major stakeholder in a Scarfolk confectionery factory) or daily rituals conducted by a coven of witches, who chanted in hospital car parks around an effigy of a nature deity made from balloons.
The cost-cutting scheme was successful and other regions adopted the same model. Not treating people was the only way to keep the NHS a viable, going concern, permitting it to continue what it has always done best: treat people.

"Where's your child?" Public Information (1974)
Scarfolk's Junior Detonation Task Force was noted for its over-enthusiasm in regard to unattended children. It was known to test a parent's attention by luring them away from their child, beyond the legal 4 metre supervision zone, with the offer of weekend caravanning holidays, expensive kitchenware and ice-creams.
The sound of controlled explosions became commonplace in airports, bus stations, libraries, supermarkets and public playgrounds.
However, parents could not be held responsible when their children were at school or any other of the town's many infant indoctrination covens. Scarfolk education authority, keen to avoid staff culpability, redefined concepts of supervision and attendance by making the child responsible for its own proximity to its teacher.
For example, the education board decreed that a member of staff could not be held accountable if a child daydreamed. Apart from the fact that daydreaming was technically deemed to be truancy, it took a child well beyond the supervision zone, psychologically speaking, and staff could not be expected to go into a trance every time a child needed to be retrieved from its reverie. This form of mental agility was particularly taxing for gym teachers. Yet children found it hard not to daydream, largely due to the plethora of medication they were expected to imbibe daily.
Children all over Scarfolk eventually became disgruntled about the frequent detonations which continually disrupted classes, and they trained a group of pre-school mediums to wander the psychic plane alerting absent-minded children before they were spotted by the Junior Detonation Task Force.

"Democracy Rationing" Public information poster (1970)
Chirper was an early computer network that allowed people all over Scarfolk to communicate with each other via short messages called 'Chirps' in 140 characters. It was allegedly created by a psychic and telepath called Warwick Webb who lived in a caravan to avoid detection. Chirper let people discuss social issues, vote on them almost instantaneously and deliver the results via telex to the council without needing to go through swathes of red tape.
Democracy no longer needed to be something that only occurred only once every four years on election day; users on the Chirper network could freely interact with political issues twenty four hours a day, seven days a week and they no longer needed politicians to represent them.
The council was unnerved. It had already spent millions on town planning that prioritised impersonal, widely-dispersed concrete conurbations, which discouraged people from leaving their homes and mingling on the streets where they could share potentially dangerous ideas. Chirper bypassed this plan and permitted mass democratic interaction on an unforeseen scale.
When a Chirping campaign snowballed, pressuring the council to reduce the dose of truth drugs in the water supply, the council had enough and closed down Chirper. They couldn't control it.
The council warned that democracy could collapse if average and below-average people were permitted to "exploit it willy-nilly for the benefit of themselves and others". "Democracy", a council spokesman said, "can only work if it is protected from the whims of the people. Democracy can only be preserved if it is governed by self-appointed leaders who decide when and how it should be applied. It should therefore be subject to cuts. For this reason, and for the good of society, we propose that the next general election be postponed for at least 16 years."

"Scarbrand Pie Filling" Food Scare (1975)
At harvest time in Scarfolk, families donated food, household items and other objects they were going to dispose of anyway, to people who were too lazy to go shopping themselves. Canned products were most often donated (because they are easier to throw), but that ceased in the mid-70s following a food scare.
Tests on Scarbrand's meat-flavoured pie fillings had shown that each can might contain up to 7% ergot-impregnated stoat faeces, which had most likely leaked from a farm that specially bred animals and children for pagan rituals.
Scarbrand admitted culpability but did not recall their products. They maintained that most customers weren't qualified or even clever enough to notice the contamination because the genuine, non-faecal ingredients were so similar in colour, texture and odour to the faeces that they were virtually indistinguishable.
Secondly, the hallucinogenic ergot content was so high that the vast majority of affected customers would not be able to remember their name, or even that they were human, much less complain about the pie filling.
Scarbrand's public relations director publicly ate stoat faeces to demonstrate that it would not have any adverse effects. However, when he and several consumers fell ill and hijacked a garden centre which they tried to drive to the Lake District, Scarbrand relented and advised consumers to discard the questionable 7% of their pie fillings. They even incorporated the message into their TV ad campaigns.
"Only greedy people eat ALL their food. Scientists have proven that eating more than 93% of your food could affect your health".
By the end of the 1970s, with no improvement in consumer health, Scarbrand was forced to provide the ergot-laced stoat faeces in a separate sachet.

North Scarfolk Independence & the "Unity Wall" (1974)
Back in 1973, residents of sparsely-populated North Scarfolk wrote to Father Christmas and asked if they could have independence. The North Scarfolkians had long felt that South Scarfolk had taken advantage of their natural resources - seashells - which they painted with pretty colours and glued together to make funny little characters and animals. These novelty items were valued as far afield as Wales.
Scarfolk Council eventually acquiesced. It granted North Scarfolk its independence and made it a gift of an unassailable, wall-shaped monument to celebrate its new-found sovereignty. The 'Unity Wall', as the south preferred to call it, also provided protection and comfort: The council was worried that North Scarfolkians might inadvertently fall off cliffs into the sea, so it made sure that the wall completely surrounded North Scarfolk. Positioned along its length were armed 'monument curators and attendants' who protected the wall for the North Scarfolkians and made sure they didn't accidentally wander out.
Occasionally, a few bad-mannered people from the North, who did not appreciate this artistic symbol of harmony, tried to spoil it for everyone else by attacking the wall, and the curators were forced to benevolently shoot these people for the sake of peace and brotherly understanding.
But on the whole, Scarfolk Council found North Scarfolk to be both amicable and manageable, so much so that it sent all its criminals to live there, presumably so that they could learn from their virtuous neighbours.
