David Tulloch
An Associate Professor of Landscape Architecture in Rutgers’ School of Environmental and Biological Sciences. He also serves as Associate Director of the Grant F. Walton Center for Remote Sensing and Spatial Analysis and Undergraduate Program Director for Environmental Planning and Design. Access to energy-dense foods at home, in schools, in stores, and restaurants around homes and schools is of concern. Research on the relationship between food environment around schools and students' weight status is inconclusive. This study examines the association between weight status of middle and high school students and proximity to a comprehensive set of food outlets around schools. Deidentified nurse-measured heights and weights data were obtained for 12,954 middle and high school students attending 33 public schools in four low-income communities in New Jersey. Geocoded locations of supermarkets, convenience stores, small grocery stores, and limited-service restaurants were obtained from commercial sources. Random-effect regression models with robust standard errors were developed to adjust for unequal variances across schools and clustering of students within schools. Historically, multipurpose land information systems have often been designed for use as community... more Historically, multipurpose land information systems have often been designed for use as community-wide enterprises. Before becoming useful to the community, however, many of these systems encounter prohibitive factors delaying or preventing the satisfaction of the ultimate goals for which they were designed. A criticism of current models is that system developers seeking to build publicly accessible systems do not use them. Since most systems are developed without the guidance of a formal model, system developers often do not fully anticipate likely system issues. Many systems, designed on an ad hoc basis, fail to achieve their full potential, because they have not used an appropriate model to determine a final system outcome. This paper presents a theoretical model describing the stages systems experience during development. These stages are: no development, system initiation, database development, recordkeeping, analysis, and democratization. Additionally, the factors promoting or prohibiting movement from one stage to the next, and the indicators or outcomes of each stage are described. Not only are the individual elements described but also their relationships are described as part of the model. The Multipurpose Land Information System (MPLIS) development model is designed both as a guide for system developers and a tool for discussing and comparing systems.

Much less concern has been placed on broadening the view of these systems to the community context in which they exist. Within the community context, a system's value is not simply measured by the benefits accruing to the operating organization--efficiency and effectiveness--but also by those benefits enjoyed by the community--equity.

Much of the work in Wisconsin has been promoted by the Wisconsin Land Information Board, a state Board offering financial, legal, and technical assistance to local governments engaged in modernization.

In this paper, we begin to validate this model and show how it relates to the successes of the Wisconsin Land Information Program.

This article describes a framework that treats access and participation as distinct characteristics of public GIS use and suggests ways in which they interact. It builds this framework with two “ladders;” a new conceptual “ladder of data access” is offered to compliment the more traditional ladder of public participation.

Additionally, evidence is provided, both anecdotal experiences and survey results, which contributes to this discussion. Finally, we discuss what this all may mean in the future for communities seeking to develop MPLIS.

The automation process incorporates a variety of factors as criteria for evaluating properties for a purchase of development rights. The spatially explicit criteria include evaluations of the soils, neighboring land uses, proximity to preserved farms, and local communities' commitment to practices contributing to sustaining farming.
