Türk Sivil Hava ulaştırma sektöründe son yıllarda yaşanan gelişmeler oldukça dikkat çekici ve kalkınma açısından etkiler yaratıcı niteliktedir. Avrupa Birliği tam üyelik sürecinde oldukça çaba sarf eden Türkiye’nin farklı alanlarda göstermiş olduğu pek çok olumlu gelişmenin yanı sıra havacılık sektöründe de oldukça önemli gelişmelerin yaşandığı görülmektedir. Bu gelişmeler bir yandan sektörün kendi içinde ekonomik ve sosyo-kültürel değişimler yaratırken, diğer yandan genel ekonomi üzerinde dışsallıklara yol açmaktadır. Söz konusu gelişmeler pozitif ve/veya negatif dışsallıklar barındırmaktadır.
Bu çalışmada, Avrupa Birliği ve Türkiye arasında imzalanması öngörülen Yatay Havacılık Antlaşmasının yarattığı dışsallıklara ve yaratabileceği etkiler hakkında tahminlere yer verilmiştir. Ayrıca bu çerçevede, AB ve Türk havacılık sektörüne ait karşılaştırmalı istatistiklere yer verilerek iktisadi kalkınma açısından makro analizler yapılmıştır.

Bu çalışmada, havayolu işletmelerinin hava aracı bakım faaliyetlerinde dış kaynak kullanması (DKK) sonucu; sürece özgü ortaya çıkması muhtemel potansiyel tehlikelerin tespit edilmesi amaçlanmıştır. Böylece havacılık emniyetinin artırılmasına katkı sağlamak için öneriler sunulmuştur. Çalışmada bu amaçlara ulaşabilmek için nitel araştırma deseni tercih edilmiştir. Bu kapsamda amaçlı örneklem oluşturmak ve veri toplamak için daha çok iş amaçlı profesyonellerin kullanmayı tercih ettiği küresel ölçekte faaliyet gösteren LinkedIn sosyal medya ortamından yararlanılmıştır. LinkedIn'deki konuya ilişkin uzmanların üye olduğu " Havacılıkta Kalite Güvence ve Emniyet Bilgi Paylaşımı (Aviation Quality & safety information Exchange) " adlı grupta bir alt tartışma grubu oluşturulmuş, bu sayede amaçlı örneklemden toplanan nitel veriler tümevarımsal bir yöntemle analiz edilmişlerdir. DKK uygulaması, bakım faaliyetini havayolu örgüt hiyerarşisi dışına çıkardığı için hiyerarşik kontrol etkinliğinin azaldığı ve gittikçe karmaşık hale gelen DKK uygulamalarının havacılık otoriteleri tarafından takip edilmesinin güçleştiği tespit edilmiştir. DKK'nın temelde maliyetleri azaltma aracı olarak görülmesinin de diğer bir potansiyel tehlike olduğu görülmüştür.

Extensive Summary Increasing strong competition with globalization has made it increasingly difficult for enterprises to maintain their assets. Nevertheless, the liberalization of air transport has made the airline market more liberal and low-cost carriers have entered the market. Airline operators are looking for ways to reduce costs in order to survive in a changing economic environment and achieve competitive advantage. In this context, outsourcing has become one of the management strategies frequently resorted to by airlines. Outsourcing is both an increasing quality and diversity. Aircraft maintenance activities are one of the most important services provided by airline companies from external sources. Airline operators outsource their aircraft maintenance activities for different reasons, primarily cost advantages. However, aircraft maintenance activities are one of critical activity that have the greatest impact on aviation safety. The question of whether the provision of such critical processes from outside sources has the potential to threaten aviation safety is an important research question. The study investigates whether the fact that airlines outsource the aircraft maintenance activities from other maintenance organisations and do not handle them within their own organisation, poses any potential threats. It aims to determine how outsourcing process specific safety hazards may arise, and why and how these mentioned hazards will arise. In this regard, recommendations are provided to improve the Safety Management System (SMS) effectiveness and thus safety performance. In the case of hazards affecting safety, it will not be possible to take advantage of the air transport activities. The understanding of why and how aviation safety will be affected will reveal what measures can be taken. Thus, increasing the aviation safety is targeted. This study sets out to investigate the hazards, root causes and outcomes associated with the outsourcing of aircraft maintenance, and to investigate how and why these hazards compromise safety. For the purpose of the study, questionnaires consisting of open-ended questions were used to collect qualitative data from technicians and engineers who participate in outsourcing processes, and who were selected through purposive sampling. An inductive qualitative analysis method was used to analyze the qualitative research data. The research results suggest that airlines see the outsourcing of aircraft maintenance to another party as an effective way of reducing costs. With cost being the main factor in the selection of a maintenance, repair and overhaul (MRO) company, MRO providers are under serious pressure to reduce costs as this is the major competitive advantage in the MRO market. These factors create a wide range of safety hazards. Furthermore, outsourcing causes disorganization in the production of aircraft maintenance activities and in the organizational structure of parties. This also gives rise to safety hazards.
