
Kabera Callixte
Currently, Callixte KABERA is the Vice Chancellor of University of Tourism, Technology and Business Studies (UTB). He is at the final stage of his PhD in “Entrepreneurship in Tourism” at VU University in Amsterdam (defending Thesis very soon towards end of 2016) . Kabera Callixte holds an MBA in Business Administration majoring in Finance from Maastricht School of Management (MsM) since 2007 and I hold a Bachelor’s degree in Management from Kigali Independent University, a Diploma in economics and Management and a professional diploma in Public Finances with specialization in financial Control from Higher Institute of Public Finance in Kigali.
He has got a wealth of experience through working for 29 years at senior positions in private, semi-public and public institutions with clean reports. He has worked as senior consultant in different fields of management and lecturer of courses related to entrepreneurship, financial accounting, audit, budget, Financial and strategic management, organizational behavior and Transformational change, project elaboration and management. His experience includes teaching, consultancy and Management and executive tasks in the following areas: Finance and accountancy, Audit, Accounting and Treasury, Human Resources, Management of private companies, project writing and Management, Entrepreneurship Development, etc. I am currently the Vice Chancellor of the University of Tourism, Technology and Business Studies (UTB), former (RTUC) since 2007 and I have been a consultant towards the concept and creation of the University. Under my leadership, UTB got accreditation and degree awarding powers and vocational Diploma programs and various certifications at local and international level. The University has grown up in scope and got so many academic programmes accredited by Higher Education Council. The University has an extensive network of more than a dozen of sister universities and professional bodies across the world.
I have also elaborated the project outlines for capacity building for UTB to NUFFIC whose outcomes was the 4 years project financed by NUFFIC. I elaborated other projects on entrepreneurship coalition financed by NUFFIC and SPARK, Netherlands based NGOs, and English micro scholarship program financed by American Embassy in Kigali in addition to the establishment of the American corner in our second campus based in Rubavu/ Western province of Rwanda bordering DRC.
He supervised since 2010 more than 20 researches yearly at undergraduate level since 2013, and various dissertations at Masters Level.
He is flexible, team builder, quick learner and organizer, creative and problem solving and above all, he is innovative. He has hands-on experience in curriculum development, contract negotiations, extensive network in both academic world and tourism and hospitality industry and Government institutions and NGOs. In addition, He has a passion for Finance and a focus for economic and social entrepreneurship and active coach of business start-ups for BIDnet(Netherlands –based NGO supporting private initiatives in Entrepreneurship).

The domestic tourism is a critical part of tourism development in Rwanda (Government of Rwanda, Tourism strategy, 2006). However, most of the Government’s efforts have been concentrated on the development of international tourism. This focus has resulted in considerable growth in the country’s number one most significant contributor to the national economy. While such growth is considerable, Rwanda’s domestic tourism potential has not been given its needed place so as to re-build the overall tourism engine. This has meant for more than a decade a more direct focus on international tourism which generates foreign exchange earnings and increases the potential for more tourists from critical tourist-generating countries. While the impact of domestic tourism has been addressed in the latest developed Rwanda’s National Tourism Strategy, the initiatives set forward have had minimal effects. This paper aims in addition to international tourism focus, to address also the issue of an increased focus on domestic tourism contribution in developing the economy of Rwanda. The rationale for this paper supports a strong motivation for a more dedicated approach by Rwanda’s tourism stakeholders (public and private), to develop the country’s domestic tourism market alongside the international market with reference to the national parks of Rwanda. The study is conducted at the three National Parks: the Volcanoes National Park in the northwest, where gorillas can be viewed in their natural habitat, the Nyungwe Tropical Forest in the southwest, which offers good opportunities for hiking and bird watching, and the Akagera National Park in the north east. The research methodology was descriptive and analytical and used a qualitative approach. The research concluded that the use of modern information and communication strategies in symbiosis with public-private partnership that is gaining momentum in the tourism sector can give rise to a productive domestic tourism and contribute therefore to economic growth of Rwanda.
