Order of operations in Traveller subsector generation

When creating a Traveller subsector (using the facsimile of the 1981 edition), book three suggests first rolling for the stars and associated planets are, determining where there are starports and gas giants and bases, and then naming everything and drawing communication routes, as well as travel zones.

After this, the qualities of the primary planets are determined, including population and tech level.

Intuitively, first determining what the planets are like and only then figuring out the communication routes, travel zones etc. would make more sense.

But I could also see the process, while in the order indicated by the book, to create strange set-ups one then has to justify. And the real world is full of such strangeness, too, so maybe there is something to this.

How well does the indicated order work?

I would be interested in personal experience, textual discussion about this (maybe in magazines or blogs) and comparisons to other versions of the game.
