The current course of the 21 st century has challenged humanity as a whole in terms of the operat... more The current course of the 21 st century has challenged humanity as a whole in terms of the operationalisation of large-scale changes, both quantitative and qualitative, one of the directions for changing social functionality being subsumed under global technological governance. Trends specific to emerging and disruptive technologies, technological superiority, digital diplomacy and sovereignty, innovation ecosystems etc. have a major impact on a macro-indicator of analysis of contemporary global performance, namely resilience. The pace of implementing the solutions characteristic to these advanced technologies is a dynamic one, practically influencing all areas of activity. At the military level, there are concerns of interest at the level of NATO member states regarding space systems, robotics and advanced conventional weapons systems (laser, hypersonic weapons), innovative resources, digitisation, artificial intelligence, cyber security etc. In this context, the present article brings to attention some presumptive aspects regarding the modification of managerial resilience, in terms of military roles and responsibilities, starting from classical managerial theories. Directions for exploring the subject proposed by the title which are of interest to military decision-makers are also presented.

This article intends to bring to the attention of specialists and the general public alike contem... more This article intends to bring to the attention of specialists and the general public alike contemporary educational methods to be applied in training for the awareness and internalization of values specific to the field of societal resilience, with critical infrastructures as the central framework of approach, with their main characteristics related to the fragility of the state of security. The article has a concrete practical value due to its applicability at the level of a centrally located county in Romania. The main infrastructures with critical value for determining potential disruptive events are mapped using specialized software, followed by the presentation of some institutions necessary to be involved for implementation of table-top exercises and, in conjunction or separately, field study trips. As a central point of the research methodology, recent literature highlights are emphasized, which robustly materialize and contextualize the practical approaches presented.

In the context of the growing interest in approaches to the resilience of the state, community or... more In the context of the growing interest in approaches to the resilience of the state, community or society, materialized in the expression of opinions, statements, views, academic studies or projects with viable medium and long term results, conclusions can be drawn regarding the importance of critical infrastructures in the functioning of the society and especially regarding their role in the context of military actions in the context of hybrid warfare. Briefly and from different angles, both from theory to practice and vice versa, the emphasis in this article is to highlight the main lines of effort, both theoretical and factual, necessary to be set and operationalized in order to enhance the specific knowledge of these assets, in terms of security and defense. Against this backdrop, the present approach regarding strategic resources is in fact useful to the military decision-makers from a wider functional perspective, especially in view of the current stage of the researches and studies carried out so far in this field, at national level.

It is well known that change affects people and implicitly the organizations they belong to, as a... more It is well known that change affects people and implicitly the organizations they belong to, as a place of manifestation and storage of their capabilities. Consequently, the changes also give rise to concerns for at least an acceptable solution to the management of the main changes that occurred in the situation prior to the occurrence of the disruptive events. In this context, the onset of the pandemic crisis puts organizations in front of a fragile reality (relative to the stability of the normal state of functionality of society), fully characterized by volatility, insecurity, complexity and ambiguity. In the search for ideas to improve resilience, there are no predetermined solutions, any method that has registered results in a certain organizational field becoming a candidate of good practice. In this framework, it is proposed the comparative investigation (civilian-military) of ICT practices, as a macro agent of change, used in the field of organizational management during the current pandemic crisis. The approach is based, for each of the two mentioned organizational categories, both on theoretical aspects with hypothetical value identified or derived from the specialized literature specific or complementary to the field in question, and on identified practices. We considered this approach useful because there are enough arguments that the military organization has been a model of organizational-managerial development, which finds wide applicability for business continuity management situations, applicable to civilian organizations. As one of the results of this research revealed that the institutions did not receive optimal information about European projects and how to access them, another targeted objective of the article was to identify the main ways in which institutions would like to be informed of future European funding. These objectives were achieved by conducting an exploratory research based on a questionnaire applied to public institutions in Region 7 Centre, most of which have not accessed European funds. The results can help increase performance in an area lacking in terms of project management practice in the public institutions. Given that access to European funds is free, motivating the subjects to take advantage of this opportunity has become vital.

It is also analysed the change of project management vision in terms of the manager's role and responsibility, the necessary knowledge, the clients' expectations and the definition of success. The article underlines the fact that managers begin to focus more and more on business. Projects should now be regarded from a strategic perspective, in the context of a business or an enterprise that should provide value both to the client and to the parent corporation.
