Punjab is the largest province of the country with regard to population diversity. The ethno-regional, socioeconomic , linguistic and institutional diversity in this region is bifurcated. The province is ethno-regionally and linguistically divided; socioeconomically gulfed and institutionally marginalized. This unequal and marginalized development in the past led to the spectrum of intra-regional movement for making of new provinces in Punjab. The intra-regional movements are based on ethnic lines supported by the regional political parties. Political elites in the mainstream political parties advocate/advocating administrative, institutional, bureaucratic as well as ethnic baseline for making of new provinces in the province of Punjab. Based on the historical trends, this paper will address the constitutional, administrative, political, socioeconomic , ethno-linguistic and institutional baselines for making of new provinces in Punjab. This restructuring will affect the federation of Pakistan in constitutional, administrative and institutional way. It will also study the implications of restructuring of Punjab on federal structure of Pakistan. This paper will be an important document for further policymaking in this realm.

In the contemporary phase of international politics, national security strategy (NSC) is consider... more In the contemporary phase of international politics, national security strategy (NSC) is considered as a primary factor in the process of state-crafting. It addresses the key concerns; such as domestic, regional and global threats. It also focuses on the policy framework for the security of the state. In this age of uncertain geo-political environment, every nation-state has adopted a particular strategy in a certain strategic environment to minimize their strategic threats. Thus, the NSC is very important for enhancing the national security of the state. It also very helpful in maintaining the regional and global strategic balance. Contemporary formation of nation-state has defined some certain parameters for the formation of national security. These parameters are very important for achieving several particular objectives such as global strategic stability, regional hegemony and the survival of the political regime in the domestic political domain. The development of NSC has become more complex in the modern politico-strategic than the past ages. This research article finds the parameters of national security strategy which have been adopted by Iran and North Korea to maintain the strategic balance in the regional and global arena. The article concludes that Iran and North Korea must find an independent decision-making syndrome to accelerate the process of national security in the existing strategic domain.

The amendment produces a facet of loose federalism which is relevant with United States of America (USA) federal model. The paper examines the features of federalism in Pakistan and USA in comparative perspectives in post 18th amendment paradigm and find out its various features. The research concludes that, to accelerate a balanced federalism which is a feature of USA, constitutional transition and democracy will play a vital role in Pakistan.

This arrangement enhances the autonomy and self ruling for the federating units to oblige the systemic local self government structure. In case of Pakistan, the system of third tier government either was held suspended under civil political regimes or arranged under the direct subordination to the federal government during military interlude. Since the adaptation of consensual 18 th amendment, concurrent list has been abolished. Politically it is a skillful move of establishing decentralized federalism. This article finds the institutional arrangement to establish the new phase of federalism in Pakistan.

The paper has examined the case study of Hazara province movement with regard to segmental autonomy in post 18 th amendment era in Pakistan. The arguments derived by the several political parties and ethnic leadership also examined. At the end this paper also provides some suggestion to resolve the issue.
