Eligibility does not guarantee a payment.

Title eligibility does not always lead to payments.

  • You must have eligible titles registered with the PLR program.
  • One or more of your titles must appear in the collections of this year’s sampled libraries.
  • The total calculated payment for your titles must be at least $50.

Citizenship

You must be a Canadian citizen or permanent resident.

Type of creator

You must be:

  • a writer;
  • an editor (Note: only editors with original written contributions qualify.);
  • a translator;
  • a photographer;
  • an illustrator; or
  • a narrator.

Is your book eligible?

Format

Print and e-books

  • Your book must be a printed book or e-book in e-pub or PDF format published in the last five years with a new 13-digit ISBN. Not sure if your book has an ISBN?
  • Your book must be at least 48 pages long (24 pages for a children’s book)

Audiobooks

  • Your book must have been published in physical media format (CD) or digital format (for example, MP3) in the last five years with a new 13-digit ISBN. Not sure if your book has an ISBN?

Ineligible works

  • Practical books – Cookbooks, self-help books, “how-to” guides, travel guides, manuals, reference works, etc.
  • Educational books – Textbooks, books resulting from a conference, seminar or symposium
  • Periodicals – Newspapers, magazines
  • As a new title: A second or subsequent edition of an eligible book, unless at least 50% of this edition constitutes completely new text, not revised text
  • A practical book giving advice or instructions, a self-help or “how-to” book; a manual or guidebook on any subject (travel book, nature book, cookbook, etc.)
  • A professional guide such as a legal, technical, medical, scientific, pedagogical, accounting or financial guide
  • A book designed primarily for an educational market
  • A list of any kind or short segments of information that are brought together in a list format (directory, index, compilation, bibliography, dictionary, atlas, encyclopedia, genealogy, etc.)
  • A book resulting from a conference, seminar or symposium
  • The catalogue for an exhibition
  • A newspaper, magazine, periodical or compilation of periodicals
  • An unpublished work (thesis, manuscript, etc.)
  • A DVD or podcast
  • As a new title: A second or subsequent edition of an eligible book, unless at least 50% of this edition constitutes completely new text, not revised text
  • A report, survey or program evaluation
  • A title prepared for or published by a governmental or paragovernmental organization, institution or corporation
  • Wholly or mainly a musical score
  • A calendar, agenda, colouring book, activity book, quiz book or game
  • A book created for your employer in the course of your employment
  • A machine-narrated audiobook
  • A non-commercial audiobook
  • A digital bundle or compilation of individual books

Is your contribution eligible?

  • There can be no more than six contributors to the book (this excludes editors and translators, but includes writers, illustrators, photographers and narrators).
  • Your contribution to the book comprises at least 10% of the length of the book.
  • Your name must be on the title page or copyright page.

How to calculate your share

Your share is the calculation of how much you contributed to an individual title. It is a percentage, up to 100%. It helps the PLR Program divide payment for a title between all the creators who contributed to it. For example, if a book is co-authored by three writers, the PLR payment for the book will be divided among the co-authors based on how many pages of text each contributed.

If you are the sole creator of a book, claim 100%.

For a translation, claim 50%.

For an audiobook, claim 50%.

For a translated audiobook, claim 33%.

For a children’s picture book (24 to 32 pages) or a graphic novel, you may claim 50% of the payment or 33% if the book is a translation.

For any other illustrated book, calculate your share according to the size of your contribution.

For a co-authored book, calculate your portion of the applicable author share described above according to the size of your contribution.

For an adaptation, reduce your share by half. For example, you adapted an existing work, or you created a new work based on existing characters or situations originally created by another person.

You may claim a portion of the PLR payment.

For children’s picture books (24 to 32 pages), you may claim 50% of the payment or 33% if the book is a translation.

For graphic novels of 48 pages or more, you may claim 50% of the payment or 33% if the book is a translation.

For other books, your share depends on the space your photos or illustrations occupy in the book.

For an adaptation, reduce your share by half. For example, your illustrations are based on proprietary illustrations created by another person.

You may claim up to 50% of the potential PLR payment.

For translated illustrated children’s books (24 to 32 pages), you may claim 33%.

For graphic novels of 48 pages or more, you may claim 33%.

For translated audiobooks, you may claim 33%.

If more than one translator is involved, calculate your share according to the size of your contribution.

If more than one narrator is involved, calculate your share according to the size of your contribution.

You must have contributed original written work that amounts to at least a 10% share. This can be a preface, an afterword, notes on the text or another written contribution in the body of the book. The work must be identified as yours in the table of contents. Notes on the contributors, indices, timelines, glossaries, bibliographies and tables of contents do not count.

Your name must be on the title page or copyright page.

Note: A share cannot be claimed for your editorial work alone (for example, the selection and revision of texts). Only original written contributions as described above are eligible.

The PLR Program team reserves the right to re-examine the eligibility and shares of a registered title at any time.

Appeal process

If your book is deemed ineligible for the PLR program and you disagree, you can appeal the decision by

  • sending a print copy of the work by mail; and
  • submitting a letter explaining how it meets the eligibility criteria.

The book will be returned to you after the appeal process.
