Why is the efficiency mode option greyed out in Task Manager, and how can I turn off efficiency mode for Brave and Chrome?

Right-clicking on them in Task Manager shows efficiency mode is greyed out:

Why, and how can I turn off the efficiency mode for Brave and Chrome?

The menu entry to enable/disable efficiency mode is greyed out when the program in question has more than one process, indicated by the number of processes in parentheses behind the program name, in your case 18 for Chrome on the first screenshot.

For these programs you have to expand the process group, then you can/have to set the efficiency mode for every process.
