Version 1.11

Added a new setting 'recaptchaforjetpack_debug_mode' to toggle console logging in the browser (default: off for production).
Registered the setting with sanitization callback and added checkbox field to the admin settings page.
Passed 'debugMode' via wp_localize_script to the frontend JS for conditional console.log/error/warn statements.
Updated readme.txt with new feature in Description, Installation, Screenshots, Changelog, and Upgrade Notice sections.
Bumped plugin version to 1.11 in header and footer.
