PDAL is Point Data Abstraction Library. It is a C/C++ open source library
and applications for translating and processing point cloud data. It is

geography/pdal-lib: Drop pcl dependency

pdal stopped using pcl a long time, ago, according to upstream.  The
package didn't actually link with pcl, and qgis built against pdal-lib
w/o pcl still runs.
