Add help-message for "Allow emails from brand-new users"

Description

We have "Allow emails from brand-new users" in Preferences, allows users to stop receiving emails from new users. But it's not clear who the "new users" are in this option. We should add this information using help-message field

"Brand-new users" are non-autoconfirmed users: check code
