Odds and ends: Neville's blond?! WHAT?

So is Riddikulus only for Boggarts or can you point your wand at anyone and have funny stuff happen to them so you can laugh? Because I feel like that would be really mean... and useful ;) Much better revenge than making someone vom slugs I think.
